ABSTRAKPemerintah Indonesia telah mensubsidi penggunaan LPG untuk rumah tangga semenjak tahun 2007. Subsidi diberikan sebagai insentif agar rumah tangga mau mengalihkan penggunaan minyak tanah ke LPG. Meningkatnya beban subsidi kepada anggaran negara membuat pemerintah mengusulkan pengurangan subsidi sebagai salah satu arah kebijakan di sektor energi. Makalah ini menginvestigasi efek dari perubahan harga LPG dan pendapatan rumah tangga terhadap konsumsi LPG rumah tangga dengan menggunakan model elastisitas konstan. Menggunakan data SUSENAS 2015, hasil estimasi mengindikasikan karakteristik konsumsi LPG rumah tangga yang bersifat inelastic terhadap perubahan harga dan pendapatan dimana besaran elastisitas harga lebih besar daripada elastisitas pendapatan. Karakteristik yang inelastic tersebut mengindikasikan bahwa LPG dianggap sebagai necessity good oleh rumah tangga Indonesia. selanjutnya paper ini juga meneukan bahwa permintaan LPG oleh rumah tangga desa lebih sensitive terhadap harga dan pendapatan dibanding dengan rumah tangga perkotaan. Hasil estimasi juga memperlihatkan bahwa rumah tangga berpenghasilan rendah lebih sensitif terhadap perubahan harga dan pendapatan dibandingkan dengan  rumah tangga berpenghasilan tinggi. Hasil pembahasan makalah menyimpulkan bahwa pemerintah harus menyediakan bantuan untuk rumah tangga berpenghasilan rendah untuk memproteksi level konsumsi LPG mereka jika pemerintah ingin menjalankan kebijakan rasionalisasi harga dan subsidi LPG.

ABSTRACT

The Government of Indonesia has been subsidizing Liquefied Petroleum Gas (LPG) for households since 2007. The subsidy is given as an incentive to households to convert their use of kerosene into LPG. The increasing burden of LPG subsidy on state budget compels the government to propose subsidy reduction as their policy direction in the energy sector. This paper investigated the effects of the changes in LPG prices and household income on household LPG consumption using constant elasticity demand model. Utilizing 2015 Indonesia National Socioeconomic Survey (SUSENAS) data, the estimated results suggest an inelastic characteristic of Indonesian households LPG consumption toward the change in LPG prices and households income where the magnitude of price elasticity is higher than income elasticity. The inelastic income elasticity characteristic suggests that LPG is considered as a necessity good by Indonesian households. Moreover, we found that the demand for LPG in rural households is more sensitive to price and income change than in urban households. Estimated results indicate that lower-income households are more sensitive to LPG prices and income compared to higher-income households. The results suggest that the government has to provide some cushion or subsidy to lower-income households to protect their level of LPG consumption if it wants to rationalize the price and subsidy of LPG.
