Tujuan dari penelitian ini adalah untuk menganalisis pengendalian strategi terhadap implementasi strategi yang dijalankan oleh Catholic Relief Services (CRS) Indonesia dengan menggunakan konsep four levers of control. Metode penelitian yang digunakan adalah melakukan observasi, wawancara dan studi kepustakaan. Kegiatan observasi dilakukan dengan terlibat langsung dalam aktivitas perusahaan yang diteliti untuk mengetahui data dan informasi yang relevan dalam penelitian. Kegiatan wawancara dilakukan sebagai upaya untuk memperoleh pemahaman yang lebih rinci mengenai kondisi implementasi strategi CRS Indonesia. Studi kepustakaan dilakukan dengan membaca jurnal dan buku literatur yang membahas mengenai pengendalian strategi dengan menggunakan konsep Four Levers of Control. Hasil penelitian menunjukkan bahwa dalam menerapkan belief systems harus dibuat misi, nilai-nilai dasar dan visi baru serta perlu menyelaraskan antara misi individu dengan misi organisasi dengan cara mengakomodir career path bagi karyawannya, khususnya karyawan level bawah. Selanjutnya untuk boundary systems, implementasi yang dilakukan oleh CRS Indonesia sudah cukup baik. Kemudian dalam diagnostic control systems, CRS Indonesia harus menerapkan action control berupa pengendalian deteksi dan pengendalian preventif dan result control. Dalam diagnostic control systems ini, penelitian ini juga mengajukan usulan peta strategi dan Balance Scorecard yang sebelumnya tidak diterapkan oleh CRS Indonesia. Selanjutnya dalam interactive control systems, CRS Indonesia harus merubah budaya organisasi agar terjadi debat dan dialog sehingga interactive control systems dapat berfungsi. CRS Indonesia juga harus meningkatkan profesionalismenya agar dapat bersaing dengan organisasi-organisasi nirlaba internasional lainnya.

The purpose of this study is to analyze the implementation of the four levers of control concept in Catholic Relief Services (CRS) Indonesia. This research is conducted by literature study and field study method. The research methods used are observation, interview and literature study. Observation activity is conducted by involved directly in the activities of organization studied to determine the data and information that are relevant in the study. Interviews activity is conducted to gain a more detailed understanding the conditions of the CRS Indonesia’s strategy implementation. Literature study is conducted by reading the journal and literature book that discusses the strategy control using concept of Four Levers of Control. The result shows that, in implementing belief systems, CRS Indonesia must create new mission, core values and vision, and align individual mission with organization mission by accommodating career path for employees, especially for lower level employees. In boundary systems, CRS Indonesia is necessary to keep the CRS Indonesia operation corridors and CRS Indonesia’s employees need to not violate business conduct boundaries that have been established by the organization. For diagnostic control systems, CRS Indonesia should apply the action control in the form of detection and preventive control, and result control. In the diagnostic control systems, this research proposes a strategy map and Balance Scorecard that is not implemented by CRS Indonesia. Later, in interactive systems, CRS Indonesia should facilitate the input of bottom level employees to top management into a debate and dialogue with organizational cultural changes. CRS Indonesia also should enhance its professionalism in order to compete with other international non-profit organizations.
