ABSTRAK
Kebijakan simplifikasi struktur tarif cukai hasil tembakau (CHT) yang diatur dalam Peraturan Menteri Keuangan Nomor 146/PMK.10/2017 merupakan upaya pemerintah dalam menyederhanakan sistem multi layer untuk tarif cukai industri sigaret kretek tangan (SKT), sigaret kretek mesin (SKM), dan sigaret putih mesin (SPM). Struktur tarif yang sebelumnya berjumlah 12 lapisan (layer), akan disederhanakan menjadi 5 layer melalui tahapan roadmap dalam kurun waktu 4 tahun (2018-2021). Di dalam regulasi tersebut dijelaskan bahwa selain penyederhanaan sistem administrasi cukai, tujuan dari kebijakan ini adalah meminimalisasi loophole praktik penghindaran beban cukai, sehingga diharapkan dapat mengoptimalkan penerimaan CHT. Kebijakan yang melibatkan berbagai aktor ini mendapatkan pro dan kontra dari para stakeholder. Skripsi ini membahas mengenai kebijakan simplifikasi struktur tarif cukai hasil tembakau dalam rangka mengendalikan konsumsi rokok. Penelitian ini adalah penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui studi kepustakaan dan studi lapangan yang dilakukan dengan wawancara dengan pihak-pihak terkait. Hasil penelitian menunjukkan bahwa pengendalian konsumsi sebelum dan sesudah PMK 146/PMK.10/2017 tidak menunjukkan tren positif. Sementara itu, terdapat intervensi dari industri hasil tembakau (IHT) kepada pemerintah terkait kebijakan simplifikasi untuk pengendalian konsumsi rokok. Dapat disimpulkan bahwa tantangan pemerintah dalam simplfikasi struktur tarif CHT adalah intervensi IHT dan sulitnya mendapatkan kesepakatan dalam proses perumusan kebijakan, hingga pada akhirnya diputuskan untuk menunda simplifikasi di tahun 2019 oleh Kementerian Keuangan.

ABSTRACT
The policy of simplifying the structure of tobacco excise in Minister of Finance Regulation No. 146 /PMK.10 /2017 is a government effort to simplify the multi-layer system for excise on hand-rolled kretek cigarettes, machine-made kretek cigarettes, and machine-made white cigarettes. The previous rate structure amounted to 12 layers, will be simplified into 5 layers through the roadmap stages in a period of 4 years (2018-2021). In the regulation, it is explained that in addition to simplifying the excise administration system, the aim of this policy is to minimize excise avoidance practices, so that it is expected to optimize tobacco excise revenues. This policy involves various actors and gets the pros and cons of stakeholders. This thesis discusses the policy of simplifying the structure of the tobacco excise rate in order to discourage cigarettes consumption. This research is descriptive qualitative research with data collection techniques through literature study and field study conducted by interviews with relevant parties. The results showed that consumption control before and after Minister of Finance Regulation No. 146 /PMK.10 /2017 did not show a positive trend. Meanwhile, there was an intervention from the tobacco industry to the government regarding a simplification policy for discouraging cigarettes consumption. It can be concluded that the governments challenge in simplifying the structure of tobacco excise comes from tobacco intervention and the difficulty of getting the agreemen in the policy formulation process and at the end, it was decided to postpone simplification in 2019 by the Ministry of Finance.
