ABSTRAKTugas karya akhir ini membahas mengenai korupsi suap jual-beli jabatan ASN yang terjadi di Pemerintahan Kabupaten (Pemkab) X.  Bupati Syahrini mengakui bahwa korupsi tersebut sudah berlangsung lama dan menjadi tradisi di Pemkab X. Tradisi suap tersebut terbentuk dari sebuah proses normalisasi korupsi yang terjadi di dalam Pemkab X. Proses normalisasi korupsi terdiri dari: institutionalisasi, rasionalisasi, dan sosialisasi. Normalisasi perilaku korupsi akan memberikan anggapan bahwa perilaku tersebut sebagai suatu hal yang wajar. Data yang diperoleh melalui media online dan dokumen turunan putusan pengadilan selanjutnya akan di analisis menggunakan teori Proses Normalisasi Korupsi terhadap sebuah data kasus tersebut. Tugas karya akhir ini diharapkan dapat menjadi acuan untuk melihat lebih dalam penyebab korupsi suap jual-beli jabatan ASN dilakukan terus menerus di wilayah pemerintahan kabupaten.

ABSTRACThis final paper discusses about corruption of the bribery transaction for Civil Servants positions that occur in local government area X. Regent Syahrini acknowledges that corruption has been going on for a long time and has become a tradition there. The tradition of bribery is formed from a normalization of corruption that occurs within local government area X. The process of normalizing corruption consists of: institutionalization, rationalization and socialization. Normalization of corrupt behavior will give the assumption that the behavior is a natural thing. Data obtained through online media and derivative documents of court decisions will then be analyzed using the Corruption Normalization theory. The task of this final work is expected to be a reference to look deeper into the causes of corruption in the bribe of transaction for Civil Servants positions carried out continuously in the local government area.
