ABSTRAK
Proyek strategis nasional adalah program pemerintah untuk meningkatkan pembangunan infrastruktur agar kesejahteraan masyarakat dan pemerataan pembangunan dapat tercapai. BPKP ditugas melakukan Reviu Tatakelola terhadap Percepatan Pembangunan Proyek Strategis Nasional. Laporan ini bertujuan menganalisis kesesuaian pedoman langkah kerja dengan pelaksanaan reviu yang dilakukan serta menganalisis kesesuaian rekomendasi yang diberikan oleh tim reviu. Sumber data dalam pembuatan laporan ini berasal dari laporan hasil Reviu Tatakelola Triwulan III Tahun 2018 dan wawancara dengan tim reviu BPKP Perwakilan DKI Jakarta. Dari hasil analisis dapat disimpulkan bahwa pelaksanaan reviu yang dilakukan ada yang sudah sesuai dengan pedoman langkah kerja dan ada yang tidak sesuai. Hasil reviu yang sudah sesuai dengan pedoman langkah kerja terdapat pada reviu penyediaan lahan, pendanaan proyek, perizinan dan non-perizinan, pengadaan barang/jasa, penggunaan komponen dalam negeri, pengawasan pengendalian, dan reviu atas aspek regulasi. Sedangkan hasil reviu yang tidak sesuai dengan pedoman langkah kerja terdapat pada reviu persiapan proyek dan aspek tata ruang. Untuk reviu penjaminan pemerintah dan pembangunan fisik proyek baru sebagian dari langkah kerja yang dilakukan oleh tim reviu.

ABSTRACT
National strategic projects are government programs to improve infrastructure development so that community welfare and equitable development can be achieved. The BPKP was tasked with conducting a Governance Review of the Acceleration of the Development of National Strategic Projects. This report aims to analyze the suitability of the work step guidelines with the implementation of the review carried out and analyze the suitability of the recommendations given by the review team. The source of data in the preparation of this report comes from reports on the results of the Quarter III Governance Review of 2018 and interviews with the DKI Jakarta Representative's BPKP review team. From the results of the analysis it can be concluded that the implementation of the review carried out is already in accordance with the guidelines for work steps and some are not appropriate. The results of the review that are in accordance with the guidelines for work steps are in the review of land provision, project funding, licensing and non-licensing, procurement of goods / services, use of domestic components, supervision of controls, and review of regulatory aspects. While the results of the review that are not in accordance with the work step guidelines are in the review of project preparation and spatial aspects. To review government guarantees and the physical construction of new projects, part of the work steps undertaken by the review team.
