ABSTRAKTesis ini bertujuan untuk mengidentifikasi dampak dari krisis global dan bagaimana respon firm level terhadap kebijakan pemerintah mengenai larangan ekspor bahan mentah hasil tambang. Analisis menggunakan metode kuantitatif deskriptif terhadap data panel firm level. Hasil penelitian menunjukkan bahwa krisis ekonomi berdampak pada penurunan produktivitas perusahaan sebesar 0,69 kali dari produktivitas rata-rata tahunan tanpa terjadinya krisis. Dan produktivitas perusahaan industri pengolahan hasil tambang dalam negeri meningkat sebesar 1,79 kali ketika kebijakan larangan ekspor bahan mentah hasil tambang diberlakukan dibanding produktivitas sebelumnya ketika kebijakan tersebut belum diberlakukan.

This thesis aims to analyze the impact of global crisis and how firm level response to the Indonesian government policy concerning export ban of mining`s raw material. The analysis uses descriptive quantitative methods against the panel data of firm level. The results showed that the economic crisis had an impact that resulted to the decreasing of company productivity by 0.69 times the average annual productivity without the occurrence of crisis. And the productivity of the domestic milling industry increased by 1.79 times when the export miner`s export ban policy was enacted compared to previous productivity when the policy had not been enacted.
