Kebijakan Distribusi Urusan Pemerintahan pada Sektor Kehutanan di Indonesia sejak awal kemerdekaan hingga saat ini beberapa kali mengalami perubahan, yang menunjukkan adanya tarik ulur kewenangan antara Pemerintan Pusat, Pemerintah Daerah Provinsi dan Pemerintah Daerah Kabupaten/kota. Tarik ulur kewenangan tersebut membawa dampak pada pengurusan hutan yang belum optimal dan lestari pada tataran implementasi. Oleh karena itu, maka perlu adanya solusi terkait desain kebijakan Distribusi Urusan Pemerintahan pada sektor Kehutanan masa depan, yang mampu memetakan siapa pihak yang paling tepat untuk mengurusi hutan, sehingga mampu menyelesaikan masalah-masalah kehutanan dan mampu mengarahkan pada implementasi pengelolaan dan pemanfaatan hutan yang optimal dan lestari. Melalui penggunaan metode kualitatif, dengan informan yang mencakup aktor-aktor terkait dengan pelaksanaan urusan pemerintahan pada sektor kehutanan dan pengumpulan data melalui wawancara mendalam dan dianalisis melalui metode kualitatif,  maka dihasilkan bahwa desain distribusi urusan pemerintahan bidang kehutanan di masa depan dapat dilakukan dengan IV alternatif, antara lain: Alternatif I: Desentralisasi ke Provinsi dan Tingkat Tapak, Alternatif II: Desentralisasi ke Provinsi dengan Cabang Dinas, Alternatif III: Desentralisasi ke Provinsi dan Kabupaten/Kota, dan Alternatif IV: Desentralisasi fungsional. Dari keempat alternatif tersebut, penulis memandang pilihan terobosan dengan desentralisasi fungsional lebih menjanjikan, dimana dari pendekatan desentralisasi fungsional ini lahir dua model desain distribusi urusan pemerintahan bidang kehutanan yakni "One Province One Forestry Board" dan atau "One Landscape One Forestry Board".

Government Affairs Distribution Policy in the Forestry Sector in Indonesia since the beginning of independence has so far undergone several changes, which shows the tugging of authority between the Central Government, Provincial Governments and District/City Governments. The tugging of authority has an impact on forest management that is not optimal and sustainable at the level of implementation. Therefore, there is a need for solutions related to the design of the Government Affairs Distribution policy in the future Forestry sector, which is able to map who is the most appropriate party to manage forests, so as to be able to solve forest problems and be able to direct the implementation of optimal forest management and utilization and sustainable. Through the use of qualitative methods, with informants covering actors related to the implementation of government affairs in the forestry sector and collecting data through in-depth interviews and analyzed through qualitative methods, it was produced that future design of governmental affairs in the forestry sector could be carried out with alternative IVs. among others: Alternative I: Decentralization to Province and Site Level, Alternative II: Decentralization to Provinces with Service Branches, Alternative III: Decentralization to Provinces and Districts /Cities, and Alternative IV: Functional Decentralization. Of the four alternatives, the author considers breakthrough choices with functional decentralization more promising, where from this functional decentralization approach two models of governmental distribution business design are born, namely "One Province One Forestry Board" and "One Landscape One Forestry Board".
