The JORR 1 toll road is designed to overcome traffic congestion and to shorten time from one place to another. Determination of toll road tariffs in Indonesia is carried out by considering Vehicle Operating Costs. The maximum tariff determined by the toll road operator is that it must not exceed 70% of the value of PVOC (Profitability of Vehicle Operating Costs). The value of PVOC is based on the value of Vehicle Operating Costs (VOC) passing through the toll road compared to non-toll roads. The objectives of this study are to analyze the history of JORR 1 toll fares over a certain period of time based on VOC and PVOC calculations. The method used is to calculate VOC and consider PVOC, then compared with analyzing the applicable toll rates. Based on the results obtained, the value of VOC on the JORR 1 toll road for 9 years for group I, IIA, IIB are Rp. 11,934; Rp. 30,690; and Rp. 34,153. VOC on non-toll roads for 9 years for group I, IIA, IIB are Rp. 28,153; Rp. 66,000; and Rp. 73,668. The PVOC for 9 years for group I, IIA, IIB are Rp. 11,354; Rp. 23,327; and Rp. 27,322. The benefits of this research can be used as a reference for determining toll rates in the future.

Jalan tol JORR 1 dirancang untuk mengatasi kemacetan lalu lintas dan mempersingkat waktu dari satu tempat ke tempat lain. Penetapan tarif tol di Indonesia dilakukan dengan mempertimbangkan Biaya Operasi Kendaraan. Tarif maksimum yang ditetapkan oleh penyelenggara jalan tol tidak boleh melebihi 70% dari nilai PVOC (Profitabilitas Biaya Operasional Kendaraan). Nilai PVOC didasarkan pada nilai Biaya Operasional Kendaraan (VOC) yang melewati jalan tol dibandingkan dengan jalan non tol. Penelitian ini bertujuan untuk menganalisis riwayat tarif tol JORR 1 selama periode waktu tertentu berdasarkan perhitungan VOC dan PVOC. Metode yang digunakan adalah dengan menghitung VOC dan mempertimbangkan PVOC, kemudian dibandingkan dengan menganalisis tarif tol yang berlaku. Berdasarkan hasil yang diperoleh, nilai VOC pada ruas tol JORR 1 selama 9 tahun untuk kelompok I, IIA, IIB adalah sebesar Rp. 11.934; Rp. 30.690; dan Rp. 34.153. VOC pada jalan non tol selama 9 tahun untuk kelompok I, IIA, IIB sebesar Rp. 28.153; Rp. 66.000; dan Rp. 73.668. PVOC selama 9 tahun untuk kelompok I, IIA, IIB adalah Rp. 11.354; Rp. 23.327; dan Rp. 27.322. Manfaat penelitian ini dapat dijadikan acuan dalam penentuan tarif tol kedepannya.
