 Abstract

ABSTRAK
Skripsi ini membahas mengenai tiga pokok permasalahan yaitu prosedural pengelolaan Pembangkit Listrik Tenaga Sampah (PLTSa) sejauh yang telah ada di Indonesia, dampak yang ditimbulkan bagi lingkungan dan manusia dan urgensi akan regulasi tentang Pembangkit Listrik Tenaga Sampah (PLTSa) dilihat dari kasus pembangunan Pembangkit Listrik Tenaga Sampah (PLTSa) Sumurbatu, Bantar Gebang. Metode penelitian yang digunakan dalam penulisan skripsi ini bersifat yuridis normatif.
Hasil dari penelitian ini menunjukkan bahwa belum ada prosedural yang maksimal dalam pengoperasian PLTSa di Indonesia dan apabila tidak dioperasikan dengan maksimal, PLTSa memiliki risiko pencemaran udara yang akan bedampak besar bagi lingkungan dan manusia. Kasus pembangunan PLTSa Sumurbatu dapat dijadikan salah satu alasan kuat timbulnya urgensi pembuatan regulasi khusus tentang PLTSa. Karena itu terdapat urgensi pembentukan regulasi khusus tentang PLTSa dan beberapa alternatif yang harus dilakukan untuk memastikan perlindungan lingkungan dari risiko pencemaran lingkungan oleh pengoperasian PLTSa.

ABSTRACT
This thesis discusses three main issues, namely the procedural management of Waste-to-Energy Plant as far as it has been in Indonesia, the impact on the environment and humans and the urgency of regulation concerning Waste-to- Energy Plant seen from the case of the construction of Sumurbatu Waste-to-Energy Plant, Bantar Gebang. The research method used in writing this thesis is normative juridical.
The results of this study indicate that there is no maximum procedure in Waste-to-Energy Plant operation in Indonesia and if Waste-to-Energy Plant is not operated optimally, Waste-to-Energy Plant has great risk of air pollution which will have a large impact on the environment and humans. The case of Sumurbatu Waste- to-Energy Plant can be used as one of the strong reasons for the emergence of the urgency of making special regulations concerning Waste-to-Energy Plant. Therefore, there is an urgency to establish a special regulation on Waste-to-Energy Plant and several alternatives that must be done to ensure environmental protection from the risk of environmental pollution by the operation of Waste-to-Energy Plant.
