Penelitian ini berfokus pada urgensi partisipasi komunitas lokal dalam implementasi CSR sesuai indikator penilaian partisipasi dalam PROPER. Studi terkait pemberdayaan masyarakat masih banyak yang dikembangkan dengan mengadopsi pendekatan sektoral hanya pada aspek tertentu dan bersifat teknokratik. Pendekatan ini memandang komunitas lokal hanya sebagai objek, bukan subyek pemberdayaan sehingga menutup ruang partisipasi aktif masyarakat. Berbeda dengan studi sebelumnya, dalam studi ini penulis ingin menjelaskan partisipasi komunitas lokal dalam implementasi CSR berbasis kerangka regulasi pelibatan masyarakat yang diatur melalui PROPER. Penulis melihat bahwa selama ini partisipasi komunitas lokal dalam pelaksanaan CSR hanya dilakukan sebagai wujud pemenuhan aspek prosedural dan administratif PROPER saja, tidak dijalankan secara partisipatif/substansial. Dengan menggunakan metode kualitatif dan teknik wawancara mendalam, penulis menemukan bahwa partisipasi komunitas lokal dalam implementasi CSR PLTU TJB sekadar formalitas simbolik. Secara teoritik tingkat partisipasi komunitas lokal hanya sampai pada level placation (penentraman). Hal ini menunjukkan kesenjangan dengan semangat partisipasi komunitas lokal dalam PROPER yang mendorong partisipasi pada level partnership (kemitraan). Dengan kata lain, semangat partisipasi dalam PROPER masih diterjemahkan sebatas prosedural dalam implementasi CSR PLTU.

This study focuses on the urgency participation of local communities in implementing CSR in accordance with the indicators of participation in PROPER. Many studies related to community empowerment have been developed by adopting a sectoral approach only on certain aspects and are technocratic in nature. This approach views local communities as merely objects, not subject to empowerment, thus closing the space for active community participation. Unlike the previous study, in this study the author would like to explain the participation of local communities in the implementation of CSR based on the regulatory framework for community engagement which is through PROPER. The author sees that so far the participation of local communities in the implementation of CSR has only been carried out as a form of fulfilling PROPER procedural and administrative aspects, not implemented in a participatory / substantial manner. By using qualitative methods and in-depth interviewing techniques, the authors find that the participation of local communities in the implementation of the TJB PLTU CSR is merely a symbolic formality. Theoretically the level of participation of local communities only reaches the level of placation. This shows a gap with the spirit of local community participation in PROPER which encourages participation at the level of partnership. In other words, the spirit of participation in PROPER is still translated as procedural in implementing CSR PLTU.
