AbstrakThis article discusses the changing relationship between the military and civil society in indonesia reformasi period. it argues that indonesia national armed forces ( tentara national indonea, tni) has employed different approaches in dealing with civil society groups. we identify three approaches that reflect tni views on democratization and military reform, i.e. conflictual, moderation, and cooperation. on the one hand, the military has problematic interaction ngo working on human rights and security sector reform issues. theseorganisations were heavily criticized due to their public advocacy and media campaign and linkages with internatonal donors.
