ABSTRAK
Penelitian ini bertujuan untuk mengetahui posisi biaya satuan layanan rawat jalanDiabetes Melitus Tipe II agar Manajemen Rumah Sakit dapat menentukan upayaefisiensi kedepannya dalam rangka menutup kesenjangan antara tarif Rumah Sakitdengan tarif INA CBG's. Menggunakan metode penelitian kualitatif dengan wawancaramendalam, observasi serta telaah dokumen terkait penelitian. Informan dalam penelitianadalah Kepala Bagian Keuangan, Dokter Spesialis Penyakit Dalam, Kepala Unit RawatJalan serta Petugas Bagian Farmasi. Total biaya Rajal DM sebesar Rp 369.573.586,-Hasil perhitungan menunjukkan bahwa besar unit cost untuk Rajal DM Tipe II adalahsebesar Rp 251.069,- dimana tarif INA CBGs untuk Rajal DM Tipe II hanya sebesar Rp192.100,- yang berarti terdapat kesenjangan sebesar Rp 58.969,- . Efisiensi untukmenekan biaya tidak tetap dan mengurangi variasi pemberian obat serta pemeriksaanlaboratorium Diabetes Melitus Tipe II dengan membuat clinical pathway DiabetesMelitus Tipe II. Untuk mengurangi beban biaya tetap, tindakan efisiensi yang dapatdilakukan adalah menaikkan angka kunjungan pasien Diabetes Melitus Tipe II denganmenyediakan dokter spesialis tetap untuk penyakit dalam agar pelayanan untuk pasiendapat maksimal serta kunjungan dapat meningkat.

ABSTRACT
This study aims to determine the unit cost position of Diabetes Mellitus Type IIoutpatient services so that Hospital Management can determine future efficiency effortsin order to close the gap between Hospital rates and INA CBG rates. Using qualitativeresearch methods with in-depth interviews, observation and study of research relateddocuments. Informants in the study were the Head of Finance, Internal MedicineSpecialist, Head of the Outpatient Unit and the Pharmacy Section Officer. The total costof DM Type II outpatient is Rp 369.573.586,- the calculation results show that the unitcost for DM Type II outpatient is Rp 251.069,- where the INA CBGs rate for DM TypeII outpatient is only Rp 192.100,- there's still a gap about Rp 58.969,-. Efficiency toreduce variable costs and reduce variation of diabetes mellitus's drugs and laboratoryexaminations by creating a clinical pathway for diabetes mellitus type II. To reduce thehigh fixed costs, efficiency that can be taken are to increase the number of visits ofdiabetes mellitus type II patients by providing full timer specialists for internal medicineso that service for patients can be maximized and the number of visits can be increased.
