Dampak Dihapuskannya Bidang Usaha Pertunjukan Film dari Daftar Negatif Investasi di Indonesia dan Perbandingannya dengan Negara-Negara Industri Film Termaju Setelah bertahun-tahun menutup seluruh industri perfilmannya dari investor asing, untuk pertama kalinya dalam sejarah Indonesia, pada tahun 2016 seluruh industri perfilman secara umum dan bidang usaha pertunjukan film secara khusus dihapuskan dari Daftar Negatif Investasi di Indonesia. Semenjak dilakukannya pencabutan Daftar Negatif Investasi, terlihat bahwa beberapa investor asing telah mulai memasuki ranah pertunjukan film di Indonesia. Untuk mengetahui, memahami, sekaligus menganalisis ketepatan dari dampak yang telah terjadi selama empat tahun setelah dilakukannya pencabutan Daftar Negatif Investasi, dilakukan penelitian secara analisis yuridis, dimana selain melakukan perbandingan peraturan mengenai investasi asing dalam bidang pertunjukan film di Indonesia dengan tiga negara industri film yang termaju, yakni Amerika Serikat, Cina, dan India, juga dilakukan wawancara kepada pelaku industri perfilman yaitu pengusaha bioskop independen dan produser film nasional, serta kepada pihak-pihak lain yang terkait dengan pencabutan Daftar Negatif Investasi ini yakni konsumen dan pihak pemerintah. Hasil penelitian menunjukan bahwa secara garis besar dampak dari pencabutan Daftar Negatif Investasi tersebut bersifat positif, dimana layar bioskop yang bertambah secara signifikan membawa pengaruh besar atas perkembangan kondisi perfilman nasional. Namun, pengusaha bioskop independen yang banyak beroperasi di daerah menjadi satu-satunya pihak yang merasa dirugikan atas pencabutan Daftar Negatif Investasi atas ekspansi bioskop jaringan ke daerah-daerah, dimana pada sisi lain, sampai saat ini pun Indonesia masih kekurangan layar bioskop apabila dibandingkan dengan jumlah penduduknya. Untuk itu, pemerintah harus menemukan solusi yang tepat untuk terus melancarkan iklim investasi secara keseluruhan, namun tetap tidak mengabaikan kepentingan pengusaha bioskop independen sebagai salah satu komponen masyarakat dan pelaku usaha perfilman nasional. He Impacts of The Abolishment of The Sector of Film Exhibitions From The Negative Investment List in Indonesia and Its Comparison With The Most Advanced Film Industry CountriesAfter years of closing the entire film industry from foreign investors, for the first time in the history of Indonesia, in 2016 the entire film industry in general and the sector of film exhibitions were specifically removed from the Negative Investment List in Indonesia. Since then, it appears that some foreign investors have begun to enter the realm of film exhibitions in Indonesia. To find out, understand, and analyze the accuracy of the impacts that’d occurred during the four years after the abolishment, a juridical analysis of research was conducted, which in addition to comparing regulations on foreign investment in film exhibitions in Indonesia with the three most advanced film industry countries, United States, China, and India, interviews were also conducted with the players of film industry, which are independent cinema entrepreneurs and national film producers, as well as other parties related, which are the consumers and the government. The results of the study showed that the impact of the abolishment in general was positive, where the significant increase of cinema screens had a big influence on the development of the entire film industry. However, independent cinema entrepreneurs that mostly operate in the regions are the only parties who feel disadvantaged over the abolishment for the expansion of network cinemas to the regions, where on the other hand, even until now Indonesia still lacks cinema screens when compared to the number of its inhabitants. To that end, the government must find the right solution to continue incite the overall investment climate, but not ignoring the interests of independent cinema entrepreneurs as one of the components of society and players in the national film industry.
