Keterlambatan merupakan permasalahan yang sering terjadi di dunia konstruksi. Masalah keterlambatan proyek juga terjadi pada Proyek RBB Relokasi di Bank XYZ yang mengakibatkan mundurnya waktu relokasi atau operasional cabang di lokasi baru. Menurut data proyek RBB PT. Bank XYZ tahun 2018, ada 58% proyek relokasi yang mengalami keterlambatan penyelesaian. Sedangkan tahun 2019, rasio keterlambatan meningkat menjadi 79%. Keterlambatan dapat disebabkan karena perencanaan yang tidak efektif atau pengendalian proyek yang buruk. Penelitian ini dilakukan untuk menentukan strategi dan mengembangkan prosedur sistem perencanaan dan pengendalian proyek sehingga dapat meningkatkan kinerja waktu Proyek RBB Relokasi di Bank XYZ.Metode yang digunakan dalam penelitian ini adalah dengan studi kasus dan survey responden. Analisis statistik dan analisis risiko digunakan untuk mengetahui tingkat risiko pada proses perencanaan dan pengendalian yang berpengaruh pada kinerja waktu, untuk kemudian dirumuskan respon preventif dan korektif atas risiko yang paling dominan. Dari penelitian ini diketahui bahwa risiko yang paling berpengaruh pada kinerja waktu proyek RBB relokasi di Bank XYZ adalah pada perencanaan dan pengendalian proyek terkait dengan manajemen integrasi, manajemen lingkup, manajemen waktu, manajemen biaya dan manajemen komunikasi proyek. Sehingga dari rumusan aktivitas respon risiko tersebut dikembangkan suatu prosedur perencanaan dan pengendalian proyek berbasis PMBOK 2017 untuk dapat meningkatkan kinerja waktu Proyek RBB Relokasi di Bank XYZ sebagai hasil akhir penelitian ini.

Delay is a problem that often occurs in the construction project. Project delays also occur in the Relocation Project at PT. Bank XYZ which caused a delay in branch operations at the new place. According to PT Bank XYZ's project data for 2018, there were 58% of the relocation projects that delays in completion. And in 2019, the delays ratio increase to 79%. Delays can be caused by ineffective planning or poor project control. This research was conducted to find the strategy and to develop planning and project control procedures to improve the time performance of the Relocation Project at PT. Bank XYZ.

The method used in this research is case study and survey of respondents. Statistical analysis and risk analysis are used to find the level of risk in the planning and control process that affects to time performance. Then the preventive and corrective responses to the most dominant risks are formulated. From this study it is known that the most influential risk to the time performance of the RBB relocation project at XYZ Bank is in project planning and control related to integration management, scope management, time management, cost management, and project communication management. Then from the recommendations of risk response activities, planning and project control procedures were developed based on PMBOK 2017 to improve the time performance of the RBB Relocation Project at XYZ Bank as the result of this study.
