Tugas karya akhir ini melihat bahwa aksi-aksi terorisme yang dilakukan oleh kelompok ekstremis yang mengatasnamakan Islam di Indonesia, sangat dipengaruhi oleh dua kelompok terorisme internasional, dalam hal ini yaitu Al-Qaeda dan Islamic State atau ISIS. Dengan memilih delapan kasus terorisme yang pernah terjadi di Indonesia dalam rentang tahun 2000-2018, penulis ingin melakukan analisis faktor-faktor yang mempengaruhi para pelaku dalam menentukan target mereka, serta juga melihat transformasi atau pergeseran yang terjadi dalam beberapa aksi teror di Indonesia yang jarang atau bahkan belum pernah terjadi sebelumnya. Tugas karya akhir ini menggunakan data sekunder dalam pengumpulan data, baik dari penelitian terkait sebelumnya, dan juga berita. Tulisan ini menggunakan teori terrorist target selection dan konsep ideal victim untuk melakukan analisis mengenai pemilihan target dari aksi-aksi teror yang terjadi di Indonesia dalam rentang tahun 2000-2018. Selain itu, tulisan ini juga menggunakan Routine Activity Theory, namun hanya sebagai penguat, bahwa terrorist target selection dan ideal victim dapat dikaji dalam kriminologi. Tulisan ini menemukan bahwa pemilihan target dalam aksi teror di Indonesia sangat ditentukan oleh ideologi dan juga strategi. Selanjutnya, juga ditemukan bahwa terdapat kelompok orang dan juga tempat tertentu yang lebih berpotensi untuk menjadi korban atau target aksi teror dibanding yang lainnya.

The thesis sees that acts of terrorism carried out by extremist groups in the name of Islam in Indonesia are strongly influenced by two international terrorism groups, in this case namely Al-Qaeda and Islamic State or ISIS. By selecting eight cases of terrorism that have occurred in Indonesia in the range 2000-2018, the author wants to do an analysis of the factors that influence the perpetrators in determining their targets, and also look at the transformation that occurs in some acts of terror in Indonesia that are rarely or never even before. This thesis uses secondary data in data collection, both from previous related research and also news. This paper uses the Terrorist Target Selection Theory and Ideal Victims to conduct an analysis of the selection of targets of terrorist acts that occurred in Indonesia in the range 2000-2018. In addition, this paper also uses the Routine Activity Theory, but only as a reinforcement, that terrorist target selection and ideal victims can be studied in criminology. This thesis finds that the selection of targets in acts of terror in Indonesia is largely determined by ideology and strategy. Furthermore, it was also found that there are groups of people and also certain places that are more potential to be victims or targets of terrorism than others.
