ABSTRAKPemerintah Indonesia memberikan insentif Pembebasan Bea Masuk atas impor mesin, barang, dan bahan bagi industri kendaraan bermotor listrik. Namun, hingga saat ini belum terdapat industri yang memanfaatkan insentif Pembebasan Bea Masuk untuk memproduksi kendaraan bermotor listrik berbasis baterai. Penelitian ini bertujuan untuk menganalisis penerapan kebijakan insentif Pembebasan Bea Masuk yang ditinjau dari Asas Efisiensi compliance cost dan Konsep Efektivitas. Penelitian ini juga membahas alasan yang mendasari diberikannya tambahan insentif dalam bentuk Bea Masuk pada Peraturan Presiden Nomor 55 Tahun 2019. Penelitian ini menggunakan pendekatan penelitian post-positivist dengan teknik pengumpulan data berupa studi literatur dan wawancara mendalam. Hasil dari penelitian ini menunjukkan bahwa kebijakan insentif Pembebasan Bea Masuk dapat dikatakan belum efisien dalam mendorong perkembangan industri kendaraan bermotor listrik di Indonesia. Sebab, biaya fiskal maupun biaya waktu yang dikeluarkan oleh perusahaan atau industri relatif tinggi. Dari sisi efektivitas dalam mencapai tujuan pun dapat dikatakan belum efektif, karena belum terpenuhinya pull and push factor. Pemberian tambahan insentif dalam bentuk Bea Masuk ditujukan untuk memudahkan perusahaan atau industri dalam melakukan impor dan dapat mengurangi biaya produksi kendaraan bermotor listrik berbasis baterai, sehingga dapat meminimalisir harga jual kendaraan bermotor listrik berbasis baterai dan dapat mengembangan industri kendaraan bermotor listrik di Indonesia.

ABSTRACT

The Indonesian government provides incentives for exemption from import duty on imports of machinery, goods and materials for the electric motor vehicle industry. However, until now there has been no industry that has utilized the import duty exemption incentives to produce battery-based electric motorized vehicles. This study aims to analyze the implementation of the import duty exemption incentive policy in terms of the principle of compliance cost efficiency and the concept of effectiveness. This study also discusses the reasons underlying the provision of additional incentives in the form of import duties in Presidential Regulation No. 55 of 2019. This study uses a post-positivist research approach with data collection techniques in the form of literature studies and in-depth interviews. The results of this study indicate that the import duty exemption incentive policy is not efficient in encouraging the development of the electric motor vehicle industry in Indonesia. This is because the fiscal and time costs incurred by the company or industry are relatively high. In terms of effectiveness in achieving the goal, it can be said that it is not yet effective, because the pull and push factors have not been fulfilled. The provision of additional incentives in the form of import duties is intended to make it easier for companies or industries to import and reduce the production costs of battery-based electric motor vehicles, so as to minimize the selling price of battery-based electric motor vehicles and develop the electric motor vehicle industry in Indonesia.
