Seiring perkembangan waktu, masalah ketimpangan serta kemiskinan masih terjadi di hampir semua wilayah di dunia. Menurut Boesen dan Martin (2007) terjadi perubahan ketika sebelumnya kemiskinan dilihat dari Basic needs Approach menjadi Right-Based Approach yang lebih berfokus pada pemenuhan hak-hak dasar warga negara untuk mengatasi masalah Ketimpangan Ekonomi. Dalam penelitian ini hak dasar yang diamati adalah Hak Sipil dan Hak Politik yang tercermin pada Indeks Demokrasi Indonesia (IDI) khususnya pada aspek Indeks Kebebasan sipil (IKS) dan Indeks Hak-hak Politik (IHP). Berikutnya ada Hak Atas Pekerjaan dan Hak Atas Kehidupan yang Layak tergambar pada Tingkat Pengangguran Terbuka (TPT) dan pada Persentase Penduduk Miskin. Penelitian ini menemukan bahwa pemenuhan Hak Politik dan Hak Atas Kehidupan yang Layak bisa mengurangi Ketimpangan Ekonomi karena IHP dan Persentase Penduduk Miskin memiliki pengaruh yang signifikan pada Ketimpangan Ekonomi. Hal tersebut bisa terjadi karena penggunaan Hak Politik dalam Pemilihan Umum (Pemilu) eksekutif dan legislatif di pusat maupun di daerah serta partisipasi politik masyarakat bisa mempengaruhi kebijakan yang memihak bagi masyarakat miskin dalam hal Ketimpangan Ekonomi. Begitupun Persentase Penduduk Miskin yang menjadi gambaran atas pemenuhan Hak Atas Kehidupan yang Layak dari Pemerintah terhadap Warga Negara Indonesia bisa mempengaruhi angka ketimpangan. Jika negara bisa mengurangi angka kemiskinan yang berarti telah memberikan dan menjamin kesejahteraan penduduknya sesuai amanat UUD 1945 dapat mempengaruhi dan mengurangi tingkat Ketimpangan Ekonomi Nasional.

Over time, the problem of inequality and poverty still occurs in almost all regions of the world. According to Boesen and Martin (2007) there was a change when previously poverty was seen from the Basic needs Approach to a Right-Based Approach which focused more on fulfilling the basic rights of citizens to overcome inequality problems. In this study, the basic rights observed are Civil Rights and Political Rights which are reflected in the Indonesian Democracy Index (IDI), especially in the aspects of the Civil Liberties Index and the Political Rights Index . Next, there is the right to work and the right to a decent life which is reflected in the Open Unemployment Rate and in the Percentage of Poor Population. This study finds that the fulfillment of political rights and the right to a decent life can reduce Economic Inequality because IHP and Percentage of Poor Population have a significant influence on the Economic Index. This can happen because the use of political rights in executive and legislative general elections at the center and in the regions as well as community political participation can influence policies that favor the poor in terms of economic inequality. Likewise, the percentage of poor people, which is an illustration of the fulfillment of the right to a decent life from the government for Indonesian citizens, can affect the number of inequality. If the state can reduce the poverty rate, which means that it has provided and guaranteed the welfare of its population in accordance with the mandate of UUD 1945 (Constitution), it can influence and reduce the level of national economic inequality.
