 Abstrak

Galangan Penutuhan Kapal di Indonesia merupakan industri yang dapat berpotensi menutupi kekurangan scrap baja di dalam negeri serta mengurangi kapal-kapal yang sudah berusia tua dan mulai tidak ekonomis lagi. Namun secara aktual, kondisi galangan penutuhan di Indonesia belum sesuai dengan standar penerapan Green Ship Recycling yang menjadi standar internasional untuk suatu fasilitas penutuhan. Minimnya penerapan pedoman Green Ship Recycling pada Galangan Penutuhan Kapal di Indonesia, mendorong penulis untuk melakukan peninjauan karena belum adanya galangan penutuhan kapal yang berhasil mendapatkan Green Ship Recycling Certification yang artinya belum maksimal dalam menerapkan standar-standar peraturan Internasional khususnya Hong Kong Convention dan International Labor Organization. Penerapan Green Ship Recycling pada galangan penutuhan di Indonesia juga akan membuka potensi penutuhan untuk kapal asing. Dari hasil tinjauan yang akan dilakukan penulis, maka akan dirancang suatu pedoman Standard Operational Procedure (SOP) yang diharapkan akan diterapkan galangan penutuhan kapal di Indonesia. Maka dari itu, penulis memilih topik tersebut untuk dijadikan penelitian skripsi “Perancangan Standard Operational Procedure (SOP) dalam Penerapan Green Ship Recycling pada Fasilitas dan Pelaksanaan K3 Industri Penutuhan Kapal di Indonesia”. Metode yang digunakan untuk melakukan peninjauan antara lain metode studi literatur pada pedoman Green Ship Recycling dan Kualitatif pada kondisi aktual kelengkapan fasilitas dan pelaksanaan K3 galangan penutuhan di Indonesia dalam merancang suatu Standard Operational Procedure (SOP). Metode yang digunakan untuk merancang SOP antara lain yaitu analisis kesenjangan (Gap Analysis)
Ship Recycling Yards are an industry that can potentially cover the shortage of steel scrap in Indonesia and reduce an old-aged ships that starting to become uneconomical. However, in actual fact, the condition of the fulfillment shipyards in Indonesia is not in accordance with the standards for implementing Green Ship Recycling which is the international standard for a filling facility. The lack of implementation of Green Ship Recycling guidelines in Shipyard Shipyards in Indonesia, encourages the author to conduct a review because there are no shipyards that have succeeded in obtaining Green Ship Recycling Certification, which means that they have not been optimal in applying international regulatory standards, especially the Hong Kong Convention and the International Labor Organization. . The implementation of Green Ship Recycling in Indonesian Shipyards will also open the potential for loading for foreign ships. From the results of the review that will be carried out by the author, a Standard Operational Procedure (SOP) guide will be designed which is expected to be applied to shipyards in Indonesia. Therefore, the authors chose this topic to be used as a thesis research "Designing Standard Operational Procedures (SOP) in the Implementation of Green Ship Recycling in Facilities and Implementation of K3 Shipbuilding Industry in Indonesia". The methods used to conduct the review include the literature study method on the Green Ship Recycling and Qualitative guidelines on the actual condition of the completeness of facilities and the implementation of K3 shipyards in Indonesia in designing a Standard Operational Procedure (SOP). The method used to design SOPs includes gap analysis.
