Penelitian ini dilatar belakangi dengan pentingnya peran Bhabinkamtibmas dalam menciptakan kehidupan masyarakat yang aman, tentram, adil dan sejahtera. Namun fakta yang didapatkan di lapangan, masih terdapat gap antara harapan dan kenyataan dari kondisi Bhabinkamtibmas itu sendiri, baik dalam hal kapasitas maupun kualitas. Oleh karenanya, dibutuhkan upaya peningkatan, baik di level aksiologi, epistemologi, maupun ontologi, agar dapat mengurangi bahkan menghilangkan gap tersebut, sehingga dapat mencapai tujuan yang telah ditetapkan. Sayangnya, pada level ontologi tidak ditemukan adanya sebuah teori yang menjadi acuan, arah pembangunan dan pengelolaan Bhabinkamtibmas, serta sekaligus dapat menjadi slogan dan kebanggaan (pride) Bhabinkamtibmas. Atas dasar permasalahan tersebut, penelitian ini bertujuan untuk merumuskan teori dari postur ideal Bhabinkamtibmas. Penelitian ini menggunakan pendekatan kualitatif, metode penelitian deskriptif analisis, serta teknik pengumpulan data dengan wawancara, pengamatan dan studi dokumen. Hasil penelitian menemukan bahwa teori Law as a tool of social engineering dari Roscoe Pound dan konsep postur menurut tesaurus Bahasa Indonesia dapat digunakan untuk menciptakan teorisasi postur ideal Bhabinkamtibmas.

This research is motivated by the important role of Bhabinkamtibmas in creating a safe, peaceful, just and prosperous society. However, the facts obtained in the field, there is still a gap between expectations and the reality of the Bhabinkamtibmas condition itself, both in terms of capacity and quality. Therefore, efforts are needed to improve, both at the level of axiology, epistemology, and ontology, in order to reduce or even eliminate these gaps, so as to achieve the goals that have been set. Unfortunately, at the ontology level, there is no theory that serves as a reference, direction of development and management of Bhabinkamtibmas, and at the same time can become the slogan and pride of Bhabinkamtibmas. Based on these problems, this study aims to formulate a theory of the ideal posture of Bhabinkamtibmas. This study uses a qualitative approach, descriptive analytical research methods, and data collection techniques by interviewing, observing and documenting studies. The results of the study found that the theory of Law as a tool of social engineering from Roscoe Pound and the concept of posture according to the Indonesian thesaurus can be used to create the theorization of the ideal posture of Bhabinkamtibmas.
