Pemerintah melalui Direktorat Jenderal Bea dan Cukai memberikan fasilitas pembebasan cukai etil alkohol untuk pencegahan dan penanggulangan Covid-19 yang dituangkan dalam SE-04/BC/2020. Penelitian ini bertujuan untuk menganalisis efektivitas dari kebijakan serta hambatan yang terjadi selama penerapan kebijakan pembebasan cukai. Penelitian ini menggunakan paradigma post-Positivisme dengan teknik pengumpulan data melalui studi kepustakaan dan wawancara mendalam terhadap narasumber terkait. Hasil penelitian menyimpulkan bahwa penerapan kebijakan pembebasan cukai etil alkohol terbukti efektif untuk mencegah dan menanggulangi Covid-19 dilihat dari penilaian terhadap penerapan kebijakan yang sudah tepat kebijakan, tepat pelaksanaan, tepat target, dan tepat lingkungan. Hambatan yang muncul dari penerapan kebijakan antara lain kurangnya pemahaman pabrik pengguna terhadap mekanisme pemanfaatan fasilitas, permasalahan pengiriman BKC yang tidak memenuhi ketentuan, serta permasalahan dalam hal pemenuhan atas seluruh dokumen yang menjadi syarat untuk dapat memanfaatkan fasilitas pembebasan cukai.

The government through the Directorate General of Customs and Excise provides ethyl alcohol excise exemption facilities for the prevention and control of Covid-19 as outlined in SE-04/BC/2020. This study aims to analyze the effectiveness of the policy and the obstacles that occur during the implementation of the excise exemption policy. This study uses the paradigm of post-Positivism with data collection techniques through literature study and in-depth interviews with related sources. The results of the study concluded that the implementation of the ethyl alcohol excise exemption policy was proven to be effective in preventing and tackling Covid-19, judging from the assessment of the implementation of policies that had the right policy, right implementation, right target, and right environment. Obstacles that arise from the implementation of the policy include the lack of understanding of the user factory on the mechanism for utilizing the facility, the problem of sending excisable goods that does not meet the provisions, as well as problems in terms of fulfilling all documents that are required to be able to take advantage of the excise exemption facility.
