Notaris sebagai pejabat umum yang memiliki kealihan dalam bidang kenotariatan dan mempunyai ciri khas tersendiri dalam pembuatan akta yang tidak boleh diperantarakan melalui pihak ketiga. Kasus kerjasama Notaris dengan Konsultan Kenotariaran Pertanahan dalam proses pembuatan akta di Jakarta Utara yang sampai pada saat ini masih terjadi dan harus segera dihentikan. Tesis ini membahas tentang peran Organisasi I.N.I dalam memantau pelaksanaan dan jabatan etika Notaris berkaitan dengan adanya Notaris yang menjalin Kerjasama dengan Konsultan Kenotariatan Pertanahan maupun kekuatan, keabsahan, dan dampak hukum pembuatan akta Notaris melalui Konsultan Kenotariatan Pertanahan. Metode Penelitian yang di gunakan dalam tesis ini adalah Yuridis Normatif. Hasil dari penelitian ini adalah kewenangan Dewan Kehormatan Notaris dan Majelis Pengawas Notaris hanya meliputi, pengawasan terhadap pelaksanaan jabatan dan perilaku Notaris saja, serta menunggu laporan dari masyarakat atau rekan sesama Notaris, namun pada praktiknya Dewan Kehormatan Notaris dan Majelis Pengawas Notaris juga dapat berperan aktif dan turut memeriksa ketika ada isu adanya Notaris yang menjalin Kerjasama dengan pihak ketiga dalam proses pembuatan akta . Kekuatan, keabsahan pembuatan akta Notaris melalui Konsultan Kenotariatan Pertanahan tetap autentik, tetapi dalam pelaksanaan dilapangan terjadi cacat prosedur dalam proses pembuatan akta  sehingga mengurangi keautentikan akta itu sendiri yang seharusnya penghadap di hadapkan secara langsung di hadapan Notaris sedangkan dampak hukum Notaris yang menjalin kerjasama dengan Konsultan Kenotariatan Pertanahan dapat berupa sanksi teguran, peringatan, pemberhentian sementara, pemberhentian dengan hormat maupun tidak hormat tergantung dari kuantitas dan kualitas pelanggaran yang dilakukan Notaris dan Dewan Kehormatan Notaris akan menelusuri secara internal sebagai upaya pembuktian.

A notary as a public official who has expertise in the notarial field and has its own characteristics in making a deed that cannot be brokered through a third party. The case of cooperation between a Notary and a Land Notary Consultant in the process of making a deed in North Jakarta is still happening and must be stopped immediately. This thesis discusses the role of the I.N.I Organization in monitoring the implementation and ethical positions of Notaries related to the existence of a Notary who collaborates with a Land Notary Consultant as well as the strength, validity, and legal impact of making a Notary deed through a Land Notary Consultant. The research method used in this thesis is normative juridical. The result of this research is that the authority of the Notary Honorary Council and the Notary Supervisory Council only includes supervision of the implementation of the position and behavior of the Notary, as well as waiting for reports from the public or fellow Notaries, but in practice the Notary Honorary Council and the Notary Supervisory Council can also play an active and participate in checking when there is an issue of a Notary collaborating with a third party in the process of making a deed. The strength, validity of making a Notary deed through a Notary Land Consultant remains authentic, but in the field implementation there is a procedure defect in the process of making a deed so that it reduces the authenticity of the deed itself which should appear before a Notary, while the legal impact of a Notary who cooperates with a Notary Consultant Land can be in the form of reprimand, warning, temporary dismissal, respectful or dishonorable dismissal depending on the quantity and quality of violations committed by the Notary and the Notary Honorary Council will investigate internally as an effort to prove.
