Studi ini merupakan sebuah evaluasi program Rumah Belajar UI sebagai salah satu program kerja dari Badan Eksekutif Mahasiswa UI (BEM UI) yang memiliki tujuan dalam pengabdian masyarakat serta wadah bagi masyarakat Depok yang memiliki keterbatasan finansial dalam bentuk pendidikan nonformal paket B dan C serta tambahan belajar bagi kesetaraan sekolah dasar. Metode yang digunakan adalah CIPP dan SWOT untuk mengevaluasi capaian menggunakan konsep capacity building pada Rumah Belajar BEM UI.. Hasil penelitian menunjukan pada metode SWOT, hasil yang didapatkan adalah kekuatan utama merupakan lingkungan kerja suportif diikuti dengan potensi dari peminat calon pengajar yang tinggi, sementara pada kelemahan utama adalah kurang luas publikasi sosial media serta hambatan utama yaitu pandemi Covid-19 yang menghambat proses pembelajaran. Pada hasil metode CIPP, program Rumah Belajar BEM UI sudah sesuai dengan tujuan berdirinya program walaupun terdapat beberapa kekurangan lainnya berkaitan dengan proses berjalannya program pada tenaga pengajar yang perlu dibimbing lebih lanjut, tingkat turn-over tinggi, dan permasalahan akan komitmen peserta didik perlu diperbaiki pada paruh program selanjutnya namun outcome yang dihasilkan sudah menunjukan adanya peningkatan kapasitas dari segi kemampuan peserta didik pada motivasi belajar, karakter seperti kepercayaan diri dan partisipasi aktif dalam pendidikan untuk terus belajar.

This study is an evaluation of the UI Learning House program as one of the work programs of the UI Student Executive Board (BEM UI) which has a goal of community service and a forum for the people of Depok who have financial limitations in the form of non-formal education paket B and C as well as additional learning for elementary school equality. The method used is CIPP and SWOT to evaluate achievements using the concept of capacity building at the BEM UI Learning House. The results from SWOT method show, that the main strength is a supportive work environment followed by the high potential of prospective teacher enthusiasts, while at the main weakness is the lack of social media publications and the main obstacle, namely the Covid-19 pandemic which hinders the learning process. In the results of the CIPP method, the BEM UI Learning House program is in accordance with the purpose of the program, although there are several other shortcomings related to the process of running the program for teaching staff who need to be further mentored, the turn-over rate is high, and problems with student commitment need to be fixed at the end of the year. the next half of the program but the resulting outcomes have shown an increase in capacity in terms of the ability of students to learn motivation, characters such as self-confidence and active participation in education to continue learning.
