Studi ini mengevaluasi keberlanjutan program Peace Village oleh Wahid Foundation dalam memberdayakan masyarakat khususnya perempuan pada aspek sosial-ekonomi di Desa Pengasinan. Studi sebelumnya menjelaskan tantangan pada keberlanjutan program pemberdayaan yang dilakukan oleh Lembaga Swadaya Masyarakat (LSM) terutama pada rendahnya partisipasi dan peningkatan kapasitas penerima manfaat. Oleh karenanya, model evaluasi ini mengkombinasikan bentuk alat analisis seperti Main Analytical Categories untuk melihat proses implementasi dan keberhasilan program yang sesuai rencana awal; analisis SWOT untuk melihat tata kelola program dengan memberikan strategi yang lebih baik; serta analisis partisipasi dan capacity building sebagai alat analisis pendukung untuk melihat proses dan dampak yang berimplikasi pada keberlanjutan program itu sendiri. Hasil evaluasi menunjukkan bahwa kekuatan program ada pada sumber daya dan desain program dimana perencanaannya sudah sangat baik dan relevan dengan penerima manfaat. Namun, efektivitas, dampak, keberlanjutan, dan replikabilitas program masih menunjukkan hasil yang belum optimal. Partisipasi yang bersifat eventual dan capacity building yang terbatas menunjukan program belum memenuhi parameter program pemberdayaan yang berkelanjutan. Kurangnya keterlibatan dari Pemerintahan Desa dan ketidaktepatan penerapan program pada konteks sosial masyarakat yang ada juga menjadi hambatan utama pada efektivitas implementasi program. Kegiatan pada program Peace Village masih menekankan output sebagai hasil akhir dari program dibandingkan outcome. Dengan demikian, evaluasi program serupa perlu mengakomodasi dampak yang membahas outcome seperti modal sosial untuk melihat keberlanjutan program pemberdayaan yang ada.

This study evaluates the sustainability of the Peace Village by Wahid Foundation In community development, especially women in the socio-economic aspects of the Pengasinan Village. The previous research explained the challenges to the sustainability of empowerment programs carried out by Non-Governmental Organizations (NGOs), especially the low participation and capacity building of beneficiaries. Therefore, this evaluation model combines the form of analytical tools such as Main Analytical Categories to see the implementation process and the success of the program according to the initial plan; SWOT analysis to see program governance by providing better strategies; as well as participation analysis and capacity building as a supporting analysis tool to see the processes and impacts that have implications for the sustainability of the program itself. The evaluation results show that the program's strength is in the resources and program design where the planning is very good and relevant to the beneficiaries. However, the effectiveness, impact, sustainability, and replicability of the program still show results that are not optimal. Eventual participation and capacity building show that the program has not met the parameters of a sustainable empowerment program. The lack of involvement from the Village Government and the inaccuracy of implementing the program in the existing social context of the community are also significant obstacles to the effectiveness of program implementation. Activities in the Peace Village still emphasize output as the final result of the program rather than the outcome. Thus, evaluation of similar programs needs to accommodate impacts that discuss outcomes such as social capital to see the sustainability of existing empowerment programs.
