Perkembangan teknologi transportasi telah membuat tantangan tersendiri bagi kualitas SDM, termasuk dibutuhkannya SDM yang memiliki kompetensi untuk menyelenggarakan sistem transportasi tersebut. Dalam upaya mengantisipasi dampak perkembangan teknologi ini, serta pengembangan dan peningkatan sumber daya manusia (SDM) transportasi bidang jalan, diperlukan kajian untuk mengevaluasi standar kompetensi SDM. Hal ini dilakukan untuk memenuhi tuntutan masyarakat akan pelayanan jasa transportasi yang selamat, handal, lancar, efektif, efisien, dan aman. Salah satu isu di bidang transportasi yang berkaitan erat dengan perkembangan teknologi adalah kehadiran kendaraan listrik. Operasional moda ini erat dengan penggunaan teknologi yang berbeda dengan teknologi yang saat ini dipakai. Sebagai konsekuensinya, SDM yang menyelenggarakan moda tersebut memerlukan penambahan kompetensi agar penyelenggaraan sistem transportasi kendaran listrik dapat menjamin keselamatan sistem transportasi. Laporan skripsi ini dimaksudkan untuk menganalisis dan mengevaluasi standardisasi SDM pada bidang transportasi jalan, dengan sektor pengujian kendaraan berkala listrik. Penyusunan standar kompetensi SDM Uji Berkala Kendaraan Listrik didasarkan pada benchmarking terhadap praktek pengujian kendaraan listrik di berbagai negara serta merujuk pada beberapa Peraturan Menteri Perhubungan terkait Uji Tipe Kendaraan Listrik. Standar Kompetensi yang dibutuhkan oleh Penguji Berkala Kendaraan Listrik pada dasarnya sama dengan standar kompetensi penguji kendaraan bermotor bakar hanya tidak diperlukannya uji emisi gas buang dan diperlukannya tambahan kompetensi terkait uji tambahan sebagai berikut : 1) uji fungsional baterei listrik, 2) uji fungsional pengisian ulang energi listrik; 3) uji perlindungan sentuh listrik; 4) uji keselamatan fungsional; 5) uji minimum sound requirement; serta 6) uji emisi hidrogen. Berdasarkan kebutuhan kompetensi tambahan tersebut, disusun materi Diklat yang dibutuhkan oleh SDM Penguji Kendaraan Listrik.

The development of transportation technology has created its own challenges for the quality of human resources, including the need for competent human resources to operate the transportation system. In an effort to anticipate the impact of this technological development, as well as the development and improvement of human resources for road transportation, a study is needed to evaluate HR competency standards. This is done to meet the demands of the community for safe, reliable, smooth, effective, efficient, and safe transportation services. One of the issues in the transportation sector that is closely related to technological developments is the presence of electric vehicles. The operation of this mode is closely related to the use of technology that is different from the technology currently used. As a consequence, the human resources who operate these modes require additional competence so that the operation of the electric vehicle transportation system can ensure the safety of the transportation system. This thesis report is intended to analyze and evaluate the standardization of human resources in the field of road transportation, with the periodic testing of the electric vehicles sector. The preparation of HR competency standards for the Periodic Test of Electric Vehicles is based on benchmarking against the practice of testing electric vehicles in various countries and referring to several Regulations of the Minister of Transportation related to Testing Types of Electric Vehicles. The Competency Standards required by the Electric Vehicle Periodic Testers are basically the same as the competency standards of fuel motorized vehicle testers, only that there is no need for exhaust emission tests and additional competencies related to additional tests are required as follows: 1) electric battery functional test, 2) energy recharge functional test electricity; 3) electric touch protection test; 4) functional safety test; 5) minimum sound requirement test; and 6) hydrogen emission test. Based on the need for these additional competencies, the training materials needed by Electric Vehicle Examiners are prepared.
