Sebagai wilayah penghasil komoditas dari sumber daya alam, Pulau Sumatera menjadi lokasi strategis bagi kegiatan ekspor ke berbagai tujuan, baik ke antar provinsi di Indonesia maupun ke luar negeri. Nilai barang dari hasil kegiatan ekspor yang dilakukan oleh Indonesia pada tahun 2020 mencapai Rp2.366.281.100.000.000,00 dari kategori migas maupun non migas dengan kategori non mgas sebagai kategori dengan kontribusi terbesar terutama dari sektor industri. Mengingat besarnya peran industri dalam menyumbangkan pendapatan negara, Indonesia ditargetkan untuk mengembangkan sektor industri dengan skala besar. Sektor industri yang ingin dikembangkan akan difokuskan dengan memanfaatkan komoditas yang dihasilkan dari sektor ekonomi unggulan di Pulau Sumatera, secara spessifik kawasan Sumatera bagian Tengah di Provinsi Sumatera Barat, Riau, dan Jambi. Pengembangan kawasan industri di kawasan Sumatera bagian Tengah akan memanfaatkan kehadiran infrastruktur Jalan Tol Trans Sumatera yang sampai tahun 2020 telah terhubung sepanjang total 513 km. Tahapan yang dilakukan dalam rencana menyusun sebuah pengembangan kawasan industri dimulai dari studi literatur dan benchmarking, kemudian menganalisis sektor ekonomi unggulan yang dimiliki masing-masing provinsi dengan memilih lima kabupaten atau kota mewakili setiap provinsi yang memiliki nilai PDRB terbesar. Sektor ekonomi unggulan yang telah diketahui kemudian dianalisis lebih lanjut untuk menentukan jenis industri yang dikembangkan dengan melihat hasil produksi setiap komunitas dari sektor ekonomi unggulan terpilih. Selain itu dari setiap jenis industri akan direncanakan jumlah pabrik yang akan dibangun yang diperoleh dari hasil perhitungan total komoditas per tahun dibagi waktu operasional pabrik hasil benchmarking, dibagi kapasitas produksi pabrik hasil benchmarking. Penentuan initial cost pengembangan kawasan industri wilayah Sumatera bagian Tengah mengacu pada harga peralatan dan permesinan, luas tanah, luas bangunan, waktu operasional pabrik, dan kapasitas produksi pabrik yang seluruhnya diperoleh dari hasil benchmarking. Harga-harga yang diperoleh tersebut akan disesuaikan kembali dengan harga yang berlaku saat ini dengan analisis time value of money, juga memasukkan unsur harga tanah, harga bangunan, dan faktor inflasi yang berlaku saat ini. Hasil penelitian menunjukkan bahwa sektor ekonomi unggulan di kawasan Sumatera bagian Tengah didominai dari sektor pertanian, kehutanan dan perikanan. Jenis industri yang dikembangkan yaitu industri pengolahan padi, pengolahan kelapa modern, pengolahan kelapa sawit, pengolahan minyak bumi dan gas, dan pengolahan beton precast dengan total 56 pabrik dengan initial cost sebesar Rp179.364.877.179.100,00.

As a commodity producing area from natural resources, the island of Sumatra is a strategic location for export activities to various destinations, both between provinces in Indonesia and abroad. The value of goods from export activities carried out by Indonesia in 2020 reached IDR 2,366,281,100,000,000.00 from the oil and gas and non-oil and gas categories with the non-gas category as the category with the largest contribution, especially from the industrial sector. Given the large role of industry in contributing state income, Indonesia is targeted to develop the industrial sector on a large scale. The industrial sector to be developed will be focused on utilizing commodities produced from the leading economic sectors on the island of Sumatra, specifically the Central Sumatra region in the Provinces of West Sumatra, Riau, and Jambi. The development of industrial estates in the Central Part of Sumatra will take advantage of the presence of the Trans Sumatra Toll Road infrastructure which until 2020 has been connected along a total of 513 km. The stages carried out in the plan to compile an industrial estate development start from literature studies and benchmarking, then analyze the leading economic sectors owned by each province by choosing five districts or cities representing each province that has the largest GRDP value. The known leading economic sectors are then further analyzed to determine the type of industry developed by looking at the production results of each community from the selected leading economic sector. In addition, from each type of industry, the number of factories to be built will be planned which is obtained from the results of the calculation of total commodities per year divided by the operational time of the benchmarking plant results, divided by the production capacity of the benchmarking plant. The determination of the initial cost of developing an industrial estate in the Central Sumatra region refers to the price of equipment and machinery, land area, building area, factory operational time, and factory production capacity, all of which are obtained from benchmarking results. The prices obtained will be readjusted to the current prices with a time value of money analysis, also including elements of land prices, building prices, and current inflation factors. The results showed that the leading economic sectors in the Central Sumatra region were derived from the agricultural, forestry and fisheries sectors. The types of industries developed are the rice processing industry, modern coconut processing, palm oil processing, petroleum and gas processing, and precast concrete processing with a total of 56 factories with an initial cost of Rp179,364,877,179,100.00.
