Penelitian ini membahas tentang dinamika politik dalam proses perumusan Rancangan Undang-Undang Perkoperasian di DPR RI periode 2014-2019. Teori Kebijakan Publik dari William Dunn digunakan untuk menganalisa masalah perumusan RUU Perkoperasian setelah UU Koperasi No. 17 tahun 2012 dibatalkan oleh Mahkamah Konstitusi sehingga diperlukan undang-undang untuk mengatur tentang koperasi. Namun DPR 2014-2019 akhirnya tidak berhasil mengesahkan RUU Perkoperasian karena ada penolakan dari fraksi-fraksi DPR. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data yaitu wawancara mendalam dan penelusuran data sekunder. Temuan dari penelitian ini adalah pada tahapan perumusan RUU Perkoperasian 2014-2019, terdapat pertarungan kepentingan politik antar fraksi di Komisi VI DPR RI, khususnya oleh Fraksi Partai Golkar yang memperjuangkan substansi materi tentang Dekopin dan sumber pembiayaannya dan Fraksi PDIP yang menolak substansi tersebut dicantumkan di dalam RUU Perkoperasian. Penolakan RUU Perkoperasian selain berasal dari dalam fraksi, juga ada penolakan dari elemen non pemerintah seperti praktisi, pakar, akademisi koperasi dan organisasi masyarakat sipil. Kesimpulan pada penelitian ini adalah pada perumusan RUU Perkoperasian walau berupaya mengganti UU No. 25 Tahun 1992 tentang Perkoperasian karena sudah tidak dianggap sesuai dengan aktivitas perkoperasian saat ini, terdapat kepentingan secara pragmatis oleh Fraksi Partai Golkar yang memperjuangkan Dekopin beserta sumber pembiayaannya yang berasal dari negara. Namun, terdapat penolakan terkait substansi materi tersebut di dalam RUU Perkoperasian oleh Fraksi PDIP, pelaku perkoperasian dan organisasi masyarakat sipil sehingga RUU Perkoperasian batal disahkan pada periode 2014-2019.

This study discusses the political dynamics in the process of formulating the Cooperative Law in the DPR RI for the 2014-2019 period. Public Policy Theory from William Dunn is used to analyze the problem of the formulation of the Cooperative Bill after the Cooperative Law no. 17 of 2012 was canceled by the Constitutional Court so that a law is needed to regulate cooperatives. However, the 2014-2019 DPR finally failed to ratify the Cooperative Bill because there was a rejection from the DPR factions. This study uses qualitative methods with data collection techniques, namely in-depth interviews and secondary data searches. The findings of this study are that at the stage of formulating the 2014-2019 Cooperative Bill, there was a battle of political interests between factions in Commission VI DPR RI, especially by the Golkar Party faction who fought for the substance of the material regarding Dekopin and its funding sources and the PDIP faction which rejected the substance being included in the Cooperative Bill. The rejection of the Cooperative Bill, apart from coming from within the faction, was also rejected by non-government elements such as practitioners, experts, cooperative academics and civil society organizations. The conclusion of this research is in the formulation of the Cooperative Bill even though it seeks to replace Law no. 25 of 1992 concerning Cooperatives because they are no longer considered in accordance with current cooperative activities, there is a pragmatic interest by the Golkar Party faction that fights for Dekopin and its funding sources originating from the state. However, there was a rejection regarding the substance of the material in the Cooperative Bill by the PDIP faction, cooperative actors and civil society organizations so that the Cooperative Bill was canceled for the 2014-2019 period.
