Dalam pelaksanaan vaksinasi Covid-19 di wilayah hukum Polres Blora, secara faktual telah tercapai sesuai target dan timeline yang telah dirumuskan oleh satgas vaksinasi Kabupaten Blora. Penelitian ini bertujuan untuk: 1) Mendeskripsikan dan menganalisis secara objektif kondisi pandemi Covid-19 yang terjadi di wilayah hukum Polres Blora; 2) Mendeskripsikan dan menganalisis hambatan pelaksanaan vaksinasi Covid-19 di Wilayah Hukum Polres Blora; 3) Mendeskripsikan dan menganalisis peran Polri untuk mendorong partisipasi masyarakat dalam pelaksanaan vaksinasi Covid-19 di wilayah hukum Polres Blora.Penelitian ini menggunakan pendekatan kualitatif. Peneliti memilih pendekatan kualitatif karena pendekatan ini dapat menggambarkan secara komprehensif peran polri dalam meningkatkan partisipasi masyarakat dalam pelaksanaan vaksinasi Covid-19. Hasil penelitian ini menjelaskan bahwa peran Polri untuk mendorong partisipasi masyarakat dalam pelaksanaan vaksinasi Covid- 19 di wilayah hukum Polres Blora diantaranya; Pertama, memfasilitasi masyarakat untuk terlibat langsung dalam proses perencanaan pelaksanaan vaksinasi di berbagai level, dengan memberikan ruang sebesar-besarnya bagi masyarakat dalam memberikan masukan dan gagasan terkait pelaksanaan vaksinasi. Kedua, pada tahap pelaksanaan vaksinasi perwakilan masyarakat dilibatkan ikut serta menjadi panitia vaksinasi di lokasi yang telah disepakati berdasarkan hasil musyawarah. Masyarakat juga secara sukarela ikut membantu mensosialisasikan informasi pelaksanaan vaksinasi bahkan hingga memberikan bantuan konsumsi secara sukarela saat pelaksanaan vaksinasi yang diinisiasi oleh Polri. Ketiga, Polri melakukan terobosan program inovatif dengan “menyambangi” door to door masyarakat dan mengupayakan kemudahan akses vaksin melalui mobil gerai vaksin.

The research discusses about the roles of Blora Police Resort in handling the pandemic of Covid-19 in Blora Regency. More specifically, the research aims to (1) describe and analyse objectively the condition of Covid-19 pandemic that occurs in the jurisdiction of Blora Police Resort; (2) describe the role of Indonesian National Police in increasing the public participation to make the Covid-19 vaccination successful in the jurisdiction of Blora Police Resort; and (3) describe and analyse the obstacles in the implementation of Covid-19 vaccination in the jurisdiction of Blora Police Resort. The research employs the qualitative approach. The researcher chooses the qualitative approach because it can comprehensively describe the police strategy in increasing the community participation in Covid-19 vaccination programs. The results of the research reveal that the roles of the National Police to encourage the community participation in the implementation of the Covid-19 vaccination programs in the jurisdiction of Blora Police Resort are: first, facilitating the community to be directly involved in the planning process for the implementation of vaccination at various levels by providing as much space as possible for the community to provide inputs and ideas regarding the implementation of vaccination; second, involving community representatives as part of the vaccination succession committees at certain locations, especially in voluntarily helping disseminate information on the implementation of vaccinations as well as providing consumption assistance during the implementation of vaccinations initiated by the police; and third, creating innovative programs by visiting the communities door to door and seeking easy access to vaccines through vaccine booth cars.
