Pembangunan Stadion sangatlah kompleks karena kerumitan dan kompleksitasnya maka metode kontrak terintegrasi rancang bangun dinilai lebih efisien untuk diterapkan dibandingkan metode konvensional. Namun, masih ada masalah atau penyebab kegagalan untuk melaksanakan kontrak desain. Salah satu contoh masalah fantastis yang muncul pasca pembangunan Proyek Asian Games XVIII 2018 adalah adanya sengketa cost mismatch dimana total kerugian akibat sengketa ini sebesar Rp. 5,3 triliun dari Rp. 7,4 triliun anggaran. Dalam proyek pembangunan The Montreal Olympic Stadium dimana Stadium Area telah mengalami pembengkakan biaya sebesar $60 juta. Proyek ini mengalami kerugian sebesar $270 juta karena ada masalah pada tahap pengembangan desain dan karena itu pekerjaan lokasi karena tidak ada ruang untuk slip jadwal. Insiden lain yang berkaitan dengan struktur adalah menimpa Miller Park pada tahun 2001, diperlukan $ 13 juta untuk perbaikan yang dibayarkan karena kerusakan. Melihat delik masalah yang terjadi. Maka Penelitian ini bertujuan untuk mengembangkan standar perencanaan biaya untuk design development, sitework, dan struktur pada pekerjaan area stadion pada kontrak terintegrasi rancang bangun gedung negara berdasarkan Keputusan Menteri PUPR No 22 tahun 2018 untuk meningkatkan akurasi biaya. Penelitian ini diawali dengan studi pustaka untuk menetapkan dan mengidentifikasi latar belakang masalah dan sebagai penunjang penelitian, selanjutnya dilakukan perumusan dalam pertanyaan penelitian yaitu biaya standar dan non standar, standar spesifikasi teknis, standar penyajian biaya, standar biaya per meter persegi, dan standar biaya per kursi untuk mendapatkan hasil yang dapat dipertanggungjawabkan secara akademis, penelitian ini akan menggunakan metode validasi dan uji statistik seperti Metode SEM dan SPSS. Hasil penelitian ini diharapkan dengan adanya Standar Perencanaan Biaya dapat meningkatkan akurasi biaya dan tidak mengalami pembengkakan biaya dalam pelaksanaan proyek yang menimbulkan kerugian besar seperti sebelumnya. Temuan model matematis hasil penelitian ini adalah berdasarkan Original Sample (O) yaitu Y= 0.573X1-0.249X2+0.229X3. Dapat juga dikatakan bahwa tingkat akurasi meningkat jika variabel X1 Standard Cost dan X3 Miscellaneous Expenses dinaikkan, dan tingkat akurasi juga meningkat jika variabel X2 dinaikkan. Biaya Non-Standar berkurang. dapat dilihat bahwa model yang dihasilkan dapat mewakili kondisi sebenarnya di lapangan sebesar 64,3%.

This research began with a literature study to establish and identify the background of the problem and as a support for the study, then the formulation is carried out in research questions there are standard and non-standard cost, technical specification standards, cost presentation standards, cost standards per square meter, and cost standards per seat to get results that are academically justifiable, this research will use validation methods and statistical tests like SEM and SPSS Method. The results of this research were expected with the existence of a Cost Planning Standard can increased cost accuracy and not experiencing cost overruns in project implementation which caused large losses as before. for the mathematical model of the research results based on the Original Sample (O), namely Y= 0.573X1-0.249X2+0.229X3. It can also be said that the level of accuracy increases if the variable X1 Standard Cost and X3 Miscellaneous Expenses is increased, and the accuracy rate is also increased if the X2 variable is increased. Non-Standard Costs are reduced. it can be seen that the resulting model can represent the actual conditions in the field. by 64.3%
