Kota-kota di seluruh dunia memperluas peran mereka di luar pemerintah pusat. Melalui Transnational Municipal Networks (TMNs), kota-kota ini terhubung dan mampu berkolaborasi satu sama lain, mengatasi masalah untuk kepentingan semua pihak yang terlibat. Kehadiran TMNs sejak 1913 tampaknya terus meningkat seiring perkembangan zaman. Peningkatan tersebut tercermin dalam berbagai literatur akademik yang muncul sebagai respon atas fenomena tersebut sehingga perlu dilakukan peninjauan melalui sebuah tinjauan pustaka. Tulisan ini bertujuan untuk meninjau perkembangan literatur mengenai TMNs. Tulisan ini meninjau 41 literatur terakreditasi internasional mengenai TMNs. Berdasarkan pada metode taksonomi, literatur-literatur tersebut terbagi ke dalam tiga kategori tema yakni (1) Konseptualisasi TMNs, (2) Area Kerja Sama dalam TMNs, dan (3) Persebaran dan Aktualisasi TMNs sebagai Aktor Transnasional. Tinjauan pustaka ini berupaya untuk menyingkap konsensus, perdebatan, dan kesenjangan dalam topik TMNs. Selain itu, tulisan ini turut menunjukkan sejumlah tren dalam pengkajian TMNs seperti persebaran tema, disiplin penulis, dan asal penulis literatur. Tinjauan pustaka ini mengidentifikasi bahwa TMNs telah memenuhi kriteria untuk disebut sebagai aktor dalam Studi Hubungan Internasional dan paradgima liberalisme dianggap mampu menjelaskan fenomena TMNs. Sebagai fenomena global, TMNs dapat dikaji secara kolaboratif oleh berbagai disiplin ilmu dengan Studi Hubungan Internasional. Tinjauan juga menggarisbawahi dominasi perspektif barat khususnya Eropa dalam pengkajian TMNs. Tulisan ini kemudian merekomendasikan sejumlah agenda penelitian lanjutan dan pentingnya untuk melakukan penelitian TMNs dalam perspektif Indonesia.

Cities all throughout the world are extending their roles outside of the federal government. Through Transnational Municipal Networks (TMNs), these cities are linked and are able to collaborate with one another, addressing issues for the benefit of all parties involved. Since its first appearance in 1913, the existence of TMNs have increased positively alongside the world's development. This reality is reflected through the numerous writings and literature dedicated to respond towards this particular topic. Hence why it is essential to conduct a literature review on this topic. The purpose of this essay is to examine how literature regarding TMN has evolved. This research analyzes 41 literatures on TMNs that have received international acclaim, and is classified into three theme groups based on the taxonomic method: (1) Conceptualization of TMNs; (2) Areas of Cooperation within TMNs; and (3) TMNs' Distribution and Actualization as Global Actors. This literature assesses for areas of agreement, disagreement, and gaps related to TMNs. The distribution of themes, the author's field of study, and the authors' places of origin are only a few of the trends this work also demonstrates in the study of TMNs. In accordance to the expose's findings, TMNs have proven to be players in the field of international relations studies, and the liberal paradigm is thought to be able to explain the phenomena of TMNs. Multiple disciplines within International Relations Studies can work together to study TMNs. The paper also emphasizes on how the western viewpoint dominates the study of TMNs, particularly in Europe. For following research regarding this interesting topic, this review then makes a number of recommendations for future research objectives and emphasizes how crucial it is to perform TMN research from an Indonesian perspective.
