Budaya pangan Indonesia mulai berubah secara dinamis. Pada tahun 1950-an, mayoritas masyarakat Indonesia mengandalkan berbagai makanan lokal yang tersedia. Konsumsi beras sebagai makanan pokok terus meningkat, hampir 100% masyarakat Indonesia mengonsumsi beras sejak awal tahun 2000-an. Beras sebagai makanan pokok di Indonesia memiliki posisi yang penting, dan dalam proses produksi maupun distribusinya memiliki banyak potensi terjadinya kejahatan. Penelitian ini menggunakan pendekatan kualitatif. Berdasarkan data Anev Tri Wulan I 2021 Satgaas Pangan Polri, Polda Jabar menjadi Polda yang melakukan kegiatan deteksi dini dan upaya-upaya preventif terbanyak guna menekan kejahatan pangan serta menjaga keberlangsungan kamtibmas yakni sebanyak 23 kegiatan. Hasil dari penelitian yaitu adanya peran tengkulak yang berperan besar dalam produksi dan distribusi beras. Fenomena tersebut jika tidak ditindak lanjuti dapat menyebabkan terjadinya kejahatan pangan yang dapat dikategorikan sebagai organized crime. Direktorat Intelkam melaksanakan kegiatan deteksi dini sebagai bentuk preventif guna menekan dan mengantisipasi terjadinya kejahatan pangan serta koordinasi dan kerjasama dengan stakeholder . Potensi kejahatan pangan dianalisis melalui Strategic Intelligence Applications Down McDowell dibahas sebagai berikut. Pertama, sudut pandang Sequrity and Threat Assessment, adanya peran tengkulak dalam produksi dan distribusi beras menjadi ancaman bagi kesejahteraan petani maupun menjadi potensi kejahatan pangan. Kedua sudut pandang Comercial and Economic Prediction dan Economic Analysis, ditengah tiga ancaman ekonomi yang serius, adanya mafia-mafia dan praktek kejahatan pangan memperburuk situasi. Dengan menurunnya angka kejahatan pangan di Jawa Barat, mengindikasikan proyeksi perbaikan ekonomi ke depan. Ketiga, sudut pandang Law Enforcement Planning dan Program and Strategy Development, perspektif kepentingan politik bahwa isu kesejahteraan ada dalam visi dan misi pelaksanaan tugas pemerintah, sehingga isu ketahanan pangan sebagai sebuah usaha mewujudkan kesejahteraan masyarakat adalah isu utama. Sudut pandang Compliance monitoring, adanya peran tengkulak yang tidak tersentuh hukum menjadi ancaman yang harus diantisipasi. Hasil antisipasi tersebut diharapkan dapat menunjukan penurunan angka kejahatan pangan yang dinamis sehingga dapat mengurangi keresahan di masyarakat

Indonesian food culture began to change dynamically. In the 1950s, the majority of Indonesians relied on a variety of locally available foods. Consumption of rice as a staple food continues to increase, almost 100% of Indonesian people have consumed rice since the early 2000s. Rice as a staple food in Indonesia has an important position, and in the process of production and distribution it has a lot of potential for crime. This study uses a qualitative approach. Based on data from Anev Tri Wulan I 2021 the National Police's Food Task Force, the West Java Police is the Regional Police that carries out the most early detection activities and preventive efforts to suppress food crime and maintain the continuity of Kamtibmas, which is 23 activities. The result of the research is the role of middlemen who play a major role in the production and distribution of rice. If this phenomenon is not followed up, it can lead to food crimes which can be categorized as organized crime. The Intelkam Directorate carries out early detection activities as a form of prevention in order to suppress and anticipate the occurrence of food crimes as well as coordination and cooperation with stakeholders. The potential for food crime analyzed through Down McDowell's Strategic Intelligence Applications is discussed as follows. First, from the Sequrity and Threat Assessment point of view, the role of middlemen in the production and distribution of rice poses a threat to the welfare of farmers as well as a potential food crime. The two points of view are Commercial and Economic Prediction and Economic Analysis, in the midst of three serious economic threats, the existence of mafias and the practice of food crime worsen the situation. With the decline in the number of food crimes in West Java, indicating the projected economic improvement in the future. Third, the point of view of Law Enforcement Planning and Program and Strategy Development, the perspective of political interests that welfare issues are in the vision and mission of implementing government duties, so that the issue of food security as an effort to realize community welfare is the main issue. From the point of view of Compliance monitoring, the role of middlemen who are not touched by the law is a threat that must be anticipated. The anticipated results are expected to show a dynamic decrease in the number of food crimes so as to reduce unrest in the community
