Perilaku manajemen dalam organisasi dipengaruhi oleh budaya organisasi diantaranya visi dan misi, pemberdayaan sumber daya manusia, manajemen pengetahuan, dinamika proses belajar serta proses perubahan organisasi. Untuk membantu Dinas Kesehatan Kabupaten Sintang meningkatkan kemampuan organisasi dalam manajemen kesehatan, dilakukan suatu intervensi dalam bentuk kalakarya Quality Management dengan pendekatan siklus PDCA (Plan, Do, Check, Act).
Penelitian ini bertujuan untuk memperoleh informasi mengenai pengaruh intervensi kalakarya manajemen mutu terhadap perilaku manajerial pada proses pemahaman tugas pokok dan fungsi di seksi kesehatan keluarga Dinas Kesehatan Kabupaten Sintang. Jenis penelitian ini merupakan penelitian kualitatif dan sebagai informan adalah kepala seksi, kepala sub seksi, staf, bidan koordinator serta kepala puskesmas. Pengumpulan data dengan metode wawancara mendalam dan observasi.
Hasil penelitian ini menunjukkan bahwa persepsi seluruh anggota seksi kesehatan keluarga terhadap kegiatan pembuatan, sosialisasi, bimbingan dan pengarahan, monitoring serta evaluasi tugas pokok dan fungsi pada umumnya baik, demikian pula persepsi kepala puskesmas tentang bimbingan dan pengarahan serta monitoring yang dilakukan oleh seksi kesehatan keluarga adalah baik. Sikap seluruh anggota seksi kesehatan keluarga terhadap kegiatan pembuatan, sosialisasi, bimbingan dan pengarahan, monitoring serta evaluasi pada umumnya setuju dengan kegiatan tersebut, demikian halnya dengan sikap kepala puskesmas terhadap kegiatan bimbingan dan pengarahan, monitoring serta evaluasi yang dilaksanakan seksi kesehatan keluarga adalah pada setuju.
Dalam hal motivasi, yang memotivasi seluruh anggota seksi kesehatan keluarga untuk melaksanakan kegiatan tersebut adalah adanya keinginan untuk mau merubah ke arah yang lebih baik yaitu bekerja sesuai dengan uraian tugas masing-masing supaya lebih terarah dan lebih teratur. Selama kegiatan pembuatan uraian tugas serta dalam melaksanakan tugas kepala seksi melibatkan seluruh bawahan, demikian juga dalam pengambilan keputusan serta didukung oleh hubungan kerja yang baik antara kepala seksi dengan bawahan maupun diantara sesama staf seksi. Dalam pelaksanaan semua kegiatan tersebut yang telah dilaksanakan adalah pembuatan, sosialisasi tentang uraian tugas, sedangkan bimbingan dan pengarahan, monitoring serta evaluasi dilaksanakan pada pembuatan uraian tugas sampai dengan pelaksanaan. Kegiatan bimbingan dan pengarahan, monitoring dan evaluasi berlangsung terus menerus.
Saran sehubungan hasil penelitian ini bahwa kepala seksi hendaknya menggunakan uraian tugas yang telah dibuat menjadi pedoman dalam penilaian terhadap kinerja staf.
Analysis on the Effect of On the Job Training Quality Management Intervention on Managerial Behavior in Understanding Main Tasks and Functions of Family Health Unit of the Health Department in Sintang DistrictManagement behavior in organization is influenced by the organization culture that consists of vision and mission, man power empowerment, knowledge management, learning process dynamics and organization changing process. To assist the Health Department in Sintang district in improving organization competence in health management, an intervention was conducted by using on the job training Quality Management guiding program that employed PDCA (Plan, Do, Check, Act) cycle.
This study was aimed at obtaining information regarding the effect of on the job training quality management intervention on managerial behavior in understanding main tasks and functions of family health unit of the health department in Sintang district. This study was qualitative and the informant or respondents of this study were chief of unit, heads of sub unit, staff, midwife coordinator and chief of puskesmas. Data were collected by using in depth interviews and observation methods.
Result of study shows that perceptions of all members of family health unit on creating, socializing, coaching and guiding, monitoring as well as evaluating are mostly good. Similarly, the perception of chief of puskesmas concerning coaching and guiding as well as monitoring conducted by the family health unit is good. Stance of members of the family health unit toward creating, socializing, coaching and guiding, monitoring as well as evaluating is in agreement with those activities and so is the stance of chief of puskesmas toward the activities conducted by the family health unit.
In terms of motivation, what motivates all members of family health unit to carry out such activities is their willingness to change for better that is to work pursuant to individual tasks to be more directed and regulate. During the job description process and its implementation, chief of unit involved all subordinates. Similarly, the chief involve the subordinates as well in the decision making and is supported by good work relation among the chief of unit and subordinates as well as among unit staffs.
In implementing all activities mentioned above, what have been done are creating and socializing job description, while coaching and guiding, monitoring as well as evaluating have been carried out since the establishment up to recent implementation. Coaching and guiding, monitoring as well as evaluating are conducted continuously.
The recommendation offered from this study is that chief of unit should utilize the set job description as guidelines in assessing the staff?s performance.
