Studi kelayakan investasi stasiun pengisian bahan bakar Elpiji untuk kendaraan bermotor di Pertamina Unit Pembekalan dan Pemasaran dalam Negeri III Jakarta

 Abstract

Elpiji telah ditetapkan sebagai salah satu bahan bakar alternatif kendaraan bermotor oleh Pemerintah sejak tahun 1995. Ketetapan tersebut dilatarbelakangi oleh upaya menyukseskan "Program Langit Biru" dan "Program Diversifikasi Energi" serta penghematan penggunaan bahan bakar minyak (BBM) yang selama ini masih disubsidi oleh Pemerintah. Program tersebut telah mendapat dukungan Menteri Pertambangan dan Energi, Menteri Negara Lingkungan Hidup, Badan Pengawasan dan Pengendalian Lingkungan, Pemerintah Daerah dan para pengusaha angkutan umum.
Pembangunan instalasi Stasiun Pengisian Bahan bakar Elpiji (SPB Elpiji) memerlukan biaya investasi yang relatif cukup besar, sehingga calon investor dan pihak Pertamina perlu mengetahui tingkat kelayakan investasi sebuah SPB Elpiji. Nilai Investasi suatu SPB Elpiji yang lokasinya digabung dengan SPB umum adalah sebesar Rp. 641.500.000 . Dari hasil perhitungan tingkat keekonomian suatu SPB Elpiji dengan margin sebesar Rp. 340/kg atau Rp. 190/liter dan Omzet harian rata-rata 2.500 liter sampai dengan 3000 liter dan harga jual Rp. 840 per liter maka diperoleh nilai NPV yang negatif dan nilai Internal Rate of Return (IRR) sebesar 25% - 30%.
Dengan nilai Internal Rate of Return (IRR) sebesar 25% - 30% dianggap kurang menarik bagi suatu usaha baru mengingat resiko yang ada cukup besar sehingga Pertamina perlu memikirkan kembali kebijakan insentif yang akan diberikan kepada investor dibidang ini.

Liquified Petroleum Gas has been decided as an alternative fire for vehicle by The Government since 1995. The Reason of the decision is The Government's effort to succed The "Blue Sky program" and "The Energy Diversification" and also to be thrifty the fuel consumption that still subsidized by The Government. The Program was supported by Ministry of Mining and Energy, State Ministry of Environment, Bureau of Environment Supervision and Controlled, Province Government and Me mass transportation bussiness.
The development of a Liquified Petroleum Gas Station for Vehicle need a lot of investment so the investor candidate and Pertamina have to know the level of feasibility of a Liquified Petroleum Gas Station.
The total investment of a Liquified Petroleum Gas Station that was on the same location with an ordinary Gas Station is about Rp. 6-11.500.000. By the result of a Liquified Petroleum Gas Station economic level calculation with a certain fee Rp. 340 per kilogram or Rp. 190 per litre and the daily omzet average of 2.500 litres up to 3.000 litres and the selling price is Rp. 840 per litre, we will have the minus value of Net Present Value (NPV) and the value of Internal Rule of Return (IRR) about 25% up to 30%. With this kind of IRR value 25% up to 30%, was not very inlersting for a new bussiness considered the risk is very big enough, so Pertamina need to think again the incentive regulation that will be given to the investor in this bussiness.
