Penelitian ini bertujuan untuk mendapatkan gambaran pemanfaatan pelayanan kesehatan dasar puskesmas oleh keluarga miskin sasaran Program JPS-BK, faktor-faktor yang mempengaruhi pemanfaatan puskesmas, dan proporsi keluarga miskin menurut kriteria BKKBN di Kecamatan Pulau Pinang.
Rancangan penelitian ini adalah cross sectional untuk melihat hubungan pendidikan, pengetahuan, sikap, persepsi sakit, kualitas pelayanan, sikap petugas, jarak, sarana transportasi, biaya transport, dan peran tim desa dengan pemanfaatan puskesmas. Sebagai responden adalah keluarga miskin sasaran Program JPS-BK di Kecamatan Pulau Pinang, berjumlah 150 orang yang dipilih secara acak sederhana.
Hasil penelitian menunjukkan bahwa faktor pengetahuan, persepsi sakit, sikap petugas, jarak, biaya transport, dan peran tim desa berhubungan dengan pemanfaatan puskesmas. Sementara faktor pendidikan, sikap, kualitas pelayanan, dan sarana transportasi tidak berhubungan dengan pemanfaatan puskesmas.
Dari keenam faktor yang berhubungan dengan pemanfaatan puskesmas, ternyata peran tim desa dan persepsi sakit yang paling erat hubungannya dengan pemanfaatan puskesmas dengan OR masing-masing adalah 37,7233 (CI: 6,6872-212,8022) dan 18,4792 (CI: 3,8929-87,7181) Proporsi keluarga miskin sesuai dengan kriteria BKKBN yang menjadi sasaran Program JPS-BK adalah 78,7%, sedangkan sisanya sebanyak 21,3% bukan sasaran Program JPS-BK.
Agar pemanfaatan puskesmas lebih baik lagi pada masa yang akan datang, maka perlu dilakukan sosialisasi kepada sasaran dengan melibatkan peran tim desa, meningkatkan pelayanan puskesmas melalui perbaikan perilaku petugas, dan pembinaan intensif dari Dinas Kesehatan Kabupaten dan sektor terkait.
Utilization of Health Care in Public Health Center by The Poor as the Target of Social Protection Sector Development Program (SPSDP) in Pulau Pinang Sub District, District of Lahat, the Year 2000This research aimed to describe the utilization of basic health service of public health center (PHC) by the poor as the target of Social Protection Sector Development Program (SPSDP) in Pulau Pinang Sub District as well as to look for the factors which related to utilization of PHC, and proportion of the poor family by BKKBN's criteria.The design of this research was a cross sectional approach. Analysis was conducted to see the association between education, knowledge, attitude, perception about illness, quality of service, provider behavior, distance, means of transportation, transportation costs, role of village team, with utilization of PHC. The respondents were poor families as the target of SPSDP in Pulau Pinang Sub District, selected by using a simple random sampling technique. Total sample were 150 poor families.The study revealed that knowledge, perception about illness, provider behavior, distance, transportation costs, and the role of village team were related to utilization of PHC. However education, attitude, quality of service and means of transportation factors were did not associate to utilization. The role of village team and perception about illness were the major factors that related with the utilization of PHC, with the odds ratio were 37,7233 (CI: 8,1395 - 936,2452) and 18,4792 (CI: 4,1593 - 157,4266).This research recommends that in order to increase the utilization of PHC for the next time through socialization about SPSDP. The planners should socialize the program involving the village team, increase the quality of service with improve provider behavior and monitor intensively from District Health Department and cross-sector.
