Tujuan penelitian adalah (1) untuk mengkaji implementasi manajemen perpustakaan dalam otonomi daerah (2) untuk mengkaji pengaruh dan implikasi otonomi daerah terhadap manajemen perpustakaan. Otonomi daerah berimbas terhadap bergesernya sistem pemerintahan yang sentralistik ke desentralistik sehingga menimbulkan perubahan dalam kebijakan penyelenggaraan pembangunan nasional.
Populasi penelitian adalah pejabat struktural dan fungsional pustakawan Badan Perpustakaan Daerah D,I Yogyakarta. Penelitian menggunakan pendekatan kualitatif dengan menggunakan metode wawancara mendalam (depth interview).
Hasil penelitian menunjukan bahwa otonomi daerah berdampak terhadap manajemen perpustakaan dan fungsi-fungsinya yaitu perencanaan (planning), pengorganisasian (organi:ing), pengelolaan staf (staffing), pengarahan (directing), koordinasi (coordinating) dan penganggaran (budgeting) (2) otonomi daerah berpengaruh terhadap manajemen perpustakaan yang terkait dengan aspek status/organisasi, pembiayaan, ketenagaan, koleksi, teknis layanan perpustakaan. (3) otonomi daerah berdampak positif tehadap kesejahteraan pegawai, penghargaan (reward) dan pemberdayaan pustakawan, namun sebaliknya otonomi daerah juga berdampak negatif terhadap terhambatnya kemajuan karier, promosi jabatan serta pengembangan staf perpustakaan di lingkungan Perpustakaan Daerah D.I Yogyakarta.
The Implementation of Autonomy and Its Impact on Library Management = Case study at the Province library of D.I YogyakartaThe objectives of the study are as follows : (1) to find out how the library management implementation of autonomy and ,(2) to find out the impacts and implication of autonomy on the library management That authonomy brings about a shift in local administrative system, that is from a centralized system to a decentralized one, which causes a change in the policy in implementing national development.
The population of the study are the top and middle managers, librarians and clerical staf at the provincial library of Yogyakarta. The study uses qualitative approach and the depth interview method.
The result of study show that (1) autonomy has impacts on library management including planning, organizing, staffing, directing, coordinating and budgeting (2) autonomy has impacts on library management in relation with organizational status, funding, staffing, collection and library services, and (3) autonomy has not only positive impacts on staff welfare, rewards and empowering librarians but also negative impacts on career development, job promotion and staff development in the Provincial Library of D.I Yogyakarta.
