Kartu Sehat merupakan salah satu sarana untuk mendapatkan pelayanan cuma-cuma bagi keluarga miskin, dalam memperoleh pelayanan kesehatan di berbagai fasilitas kesehatan. Pemanfaatan kartu sehat dipengaruhi oleh berbagai faktor. Dengan mengetahui faktor- faktor apakah yang berhubungan dengan pemanfaatan kartu sehat, akan dapat memberikan masukan penting untuk pelaksanaan program dimasa mendatang.Kegunaan dari penelitian ini adalah untuk menganalisa faktor-faktor apakah yang berhubungan dengan pemanfaatan kartu sehat di Kabupaten Limapuluh Kota dan Pesisir Selatan Propinsi Sumatera Barat. Desain dan penelitian ini adalah cross-sectional studi. Populasi adalah keluarga yang telah mendapatkan kartu sehat. Sampel diambil secara purposif sebanyak 40 responden dari setiap desa, yang meliputi 10 desa dari 4 wilayah kerja puskesmas dan dua kabupaten dengan jumlah seluruhnya 400 responden.Penelitian ini menggambarkan bahwa 58,5 % responden yang pernah memanfaatkan kartu sehat. Dengan analisa bivariat sebanyak 7 variabel independen tiga variabel menunjukan adanya hubungan yang signifikan (p <0,05) Pertama adalah pengetahuan tentang kartu sehat, dengan Odds ratio 3,53 (95 % CI ; 2,25 - 5,53 p = 0,0000). Artinya bahwa responden yang berpengetahuan baik 3,53 kali memanfaatkan kartu sehat dibandingkan dengan responden yang kurang pengetahuannya. Kedua adalah pendapatan , dengan Odds ratio 1,64 (95 % CI : 1,01 - 2,68 p = 0,032) artinya responden miskin, memanfaatkan kartu sehat 1,64 kali dibandingkan dengan responden tidak miskin. Ketiga adalah kesakitan yang dialami dalam 2 bulan terakhir, dengan Odds ratio 13,89 ( 95 % CI : 8,10 - 23,92 p = 0,0000 ) artinya responden yang sakit memanfaatkan kartu sehat 13,89 kali dibandingkan dengan responden yang tidak sakit.Hasil uji multivariat dengan regresi logistik terhadap tujuh variabel diatas, memperlihatkan dua variabel yang signifikan, yaitu pengetahuan tentang kartu sehat dengan Odds ratio 2,69 p = 0,0001 dan kesakitan yang dialami dalam dua bulan terakhir dengan Odds ratio 12,29 , p = 0,0000. Model ini menunjukkan 78,75 % variasi yang ada dapat diterima yaitu pemanfaatan kartu sehat dipengaruhi oleh pengetahuan tentang kartu sehat dan kesakitan yang dialami responden dalam dua bulan terakhir.Penelitian ini merekomendasikan bahwa, meningkatnya kualitas pelayanan kesehatan perlu peningkatan pemahaman tentang hidup sehat. Penekanan terhadap pengetahuan kartu sehat secara mendasar, akan dapat memberikan kontribusi terhadap peningkatan pengetahuan tentang kartu sehat, yang pada akhirnya akan dapat meningkatkan manfaat program kartu sehat.

Some factors related to the Use of Health Card Program for Poor Families in the Limapuluh Kota and Pesisir Selatan districts, West Sumatera Province, 1999Health card is one of the instruments for Indonesian poor family to get free medical services in all public medical facilities. The use of the health card is assumed to be affected by many factors. To know what factors related with the use of health card may be a very important input for program implementation in the future.Purpose of this research is to know about the use of and to analyze what factors related to the use of health card in Limapuluh Kota and Pesisir Selatan districts, West Sumatera Province. This research is non-experimental. The population observed was the families who possessed health card Sample were taken purposively giving 40 respondents from each village . By involving ten villages of four Health Center covered areas and two districts, the overall respondents studied are 400.This study showed that 234 people ( 58,5 %) used their health card. By doing bivariate analysis , of seven independent variables with the dependent variable shown that three variables, showed their significant relationship (p<0,05). The first, is knowledge about health card , the use of health card, the Odds Ratio of this variable 3.53 (95 % CI : 2.25 - 5.53, p = 0.0000). Meaning those respondents who know better about health card , would use 3.53 times compare to those respondent who have not .The second is between the income with the use of health card . The Odds Ratio is 1.64 (95 % CL : 1.01 - 2.68, p = 0,032), means that the respondents of lower income cathegory use the card 1.64 times compare to those who have higher income cathegory The third is between suffering from illnesses with the use of the health card. The Odds ratio is 13.89 ( 95 % CL : 8.10 - 23,92, p = 0.0000) explaining that respondents who have been sick within two months, used it 13,89 times compare to the health respondents or to those who have not.This study concluded that recent illness suffered, and knowledge about the card are the important factors influencing the use of the health card This study recommended that in order to increase the quality of healthy card's use, it is necessary to increase the people understanding about the healthy life. Strengthen the knowledge about health, health behavior and health programs, will contribute with the increase knowledge about health card, and therefore will enhance the benefit of health card program.
