Studi evaluasi pelaksanaan program rumah sakit sayang ibu di RS Immanuel Kodya Bandung tahun 1997-1998

 Abstrak

ABSTRAK
Di rumah sakit swasta Immanuel Kodya Bandung dengan kapasitas 381 tempat tidur, telah dilakukan program Rumah Sakit Sayang Ibu yang dimulai sejak tahun 1996.
Tujuan penelitian adalah diperolehnya gambaran pelaksanaan program RSSI di RS Immanuel yang akhir-akhir ini kegiatannya menurun.
Metode penelitian yang digunakan adalah penelitian kualitatif yang merupakan studi kasus, dimana sasaran penelitian diambil secara purposif.
Hasil Penelitian adalah sebagai berikut :
- Pelaksanaan RSSI menggunakan langkah yang ditentukan sendiri, hal ini karena belum adanya kesiapan dari tingkat Propinsi.
- Bila dilihat dari pendekatan sistem( Input, Proses dan Output )
Dari segi Input:
Ketenagaan tersedia lengkap yaitu ada 6 orang Dokter spesialis, 6 orang Dokter umum, 57 orang Bidan dan 2 orang tenaga administrasi.
Sarana dan prasarana sudah cukup memadai, hanya penunjukan pelaksana RSSI tidak dikukuhkan dengan surat keputusan Direktur, sehingga ada beberapa anggota tim yang belum berfungsi. Kelemahan yang lain yaitu dalam hal pengguna an metoda dan tidak adanya dana khusus program.
Dari segi Proses :
Rumah sakit telah mencoba melaksanakan pelatihan penggunaan protap, melakukan pembinaan petugas tapi belum secara optimal dan berkesinam bungan. Belum pemah dilakukan penambahan tenaga ataupun peralatan selama RSSI berlangsung karena RS ini telah mempunyai ketenagaan dan peralatan yang lengkap.
Dari segi Output :
Karena pelaksanaan kegiatan tidak optimal maka output yang dihasilkan kurang, antara lain notulen tidak tersedia lengkap, demikian pula dengan pencatatan dan pelaporannya.

ABSTRACT
Evaluation on the Implementation of Loving Mother Hospital At Immanuel Hospital, Bandung Municipality, year 1997 -1998Loving Mother Hospital Program has been implemented at the Immanuel Hospital With capacity of 381 beds, since year 1996.
The aim of this research is to obtain and overview of the implementation of loving mother program at Immanuel hospital, which showed declination in its activities.
Research Method :
The research pattern is qualitative research, using case study, and the target takening purposive.
Results :
- The implementation of loving mother hospital program at this hospital used its own steps, due to the weakness of The Provincial guidance. The Hospital creates its own steps and policies. It can be seen in its basic steps, which has not followed The Ministry of Health steps.
The target of this research was divide into three parts:
I. On the basic of inputs :
The number of the obstetric and gynecologic ward staff was sufficient , its components were 6 obstetric gynecology specialists, 6 General Practitioner, 57 midwives and 2 administrative personnel.
Equipment and its support has fulfilled the loving Baby Hospital needs, there were still lack of method and funds. And another weakness is that the loving Mother Hospital team have not been strengthen by the Director of the hospital decree, so that the member of the team have not been working properly.
On the basis of the process:
The hospital tried to implement training to enhance the uses of standard operating procedure, tried to guide staff properly, but it failed, because it was not implement optimally and continuosly.
No equipment and personal preparation has been made, because Immanuel hospital had more than enough equipment and personnel.
On the basis of the outputs :
The activity result was unsatisfied due to less Implementation of some activities, for example : meetings were not recorded completely, the reporting and recording system was not done properly.
