Pengukuran dan analisis produktivitas bidang usaha realti PT. X dengan model penilaian komprehensif

ABSTRAK
Peningkatan produktivitas merupakan salah satu pokok bahasan yang popular akhir-akhir ini, apalagi mengingat bahwa kita hanya memiliki tenggang waktu sekitar tujuh tahun untuk mempersiapkan diri menghadapi era perdagangan bebas, dimana produk dan jasa serta investasi dari setiap negara akan bebas berlalu lintas di mana saja tanpa adanya proteksi dan subsidi atau bentuk hambatan tarif dan non tarif lainnya.
PT X sebagai salah satu perusahaan kontraktor nasional tidak dapat lepas dari kondisi persaingan yang pasti akan semakin ketat, dengan diperbolehkannya kontraktor asing beroperasi dengan bebas sebagai akibat dari dicapainya kesepakatan AFTA, APEC dan WTO. Oleh karena itu, PT X terus berupaya untuk meningkatkan kemampuan bersaingnya, melalui usaha-usaha peningkatan produktivitas.
Pengukuran produktivitas sebagai salah satu elemen dalam daur produktivitas karenanya menjadi penting, sebab tanpa pengukuran akan sulit untuk mengetahui keberhasilan usaha-usaha peningkatan produktivitas yang dilaksanakan. Pengukuran produktivitas PT. X dalam studi ini dilakukan dengan menggunakan model penilaian komprehensif dengan menggunakan model kinerja penilaian perusahaan dengan mempertimbangkan misi, tujuan dan sasaran Renstra (Rencana Strategi), RECAP (Rencana Kerja dan Anggaran Perusahaan) dan sasaran kuantitatif ISO 9001 Series yang menjadi target kinerja menyeluruh perusahaan ini. Model pengukuran produktivitas ini dipilih karena kesesuaiannya dengan data yang tersedia, dan karena beberapa kelebihan yang dimilikinya, antara lain : lengkap serta mudah untuk dianalisis dan dimengerti hasilnya.
Melalui pengukuran produktivitas ini diharapkan dapat diperoleh gambaran tentang kondisi produktivitas PT X, serta faktor-faktor apa yang paling berpengaruh terhadap produktivitasnya, untuk kemudian melakukan setup kriteria produktivitas substitusi sebagai ukuran kinerja proses, sehingga dapat diambil langkah-langkah perbaikan yang tepat.
Dari pengukuran terlihat bahwa produktivitas keseluruhan bidang usaha realti PT X masih relatif rendah, walaupun memiliki kecenderungan meningkat selama pengukuran. Ternyata faktor utama yang paling berpengaruh terhadap produktivitas total adalah persediaan, piutang usaha, biaya pengelolaan properti serta biaya usaha. Dalam studi ini dapat dilihat bahwa masalah produktivitas utama yang dihadapi bidang usaha realti adalah kelemahan dalam sistem informasi, dimana sulit memperoleh data yang dibutuhkan dengan segera. Ini berdampak kurang mendukung bagi pengambilan keputusan serta melemahkan fungsi pemasaran yang berakibat pada kecilnya volume usaha PT X.
ABSTRACT
Improving productivity is an one of the popular topic discussion lately, especially in considering that we have only seven years spare time to make the necessary arrangements to anticipate the era of free competition trading, where is all of products, services and investment from every country will be free trafficked in wherever without protection and subsidy or tariff wall and others non tariff.
PT X as one of the national contracting company is not regardless the free competition condition which will be definite more and more into a tough spot by allowed the foreigner contracting company to operate freely according with the AFTA, APEC and NTD agreements. Due to the above, PT X efforts continuously to increase its competitiveness by having an improvement productivity.
Productivity measurement is very important as one of element in the cycles of productivity, because without productivity measurement will be difficult to know the performance of the improvement productivity efforts that has be done. In this study productivity measurement of PT X carried out by using the comprehensive assessment model and past performance model of the company analyzes with considering of the mission, objective, strategy target, operating and budgeting plan and also quantitative target of the ISO-9001 Series as the whole past performance of the company. This productivity measurement model has been choiced by reason of in accordance with the available data, beside it has some advantage, among other things : whole with easy to analyze and to understand it's outcome.
By having this productivity measurement hoped can be obtained description about the productivity condition of PT X and also regarding the dominant factors toward productivity and furthermore to set up the criterion substitute productivity as a measurement of the past performance process, so that can make the effort to the perfect improvement.
It comes from the productivity measurement as shown that the total productivity realty of PT X is still relative low, even though it has trend to increase during the productivity measurement period. In reality the main factors that most dominant to the total productivity are stock, business credit, property management costs and business costs. in this study can be shown that the main productivity problem which be faced of the realty business is weak point in the information system, where is difficult to obtain the needs data promptly and also weak point of marketing function which effected decreases to the volume business of PT X.
