Tinjauan sosial-ekonomi terhadap kredit usaha tani konservasi di Daerah Istimewa Yogyakarta = Socio-economic survey on loan for farmer's land conservation in Special Province of Yogyakarta

 Abstract

Penyebab utama timbulnya lahan kritis, terutama di hulu daerah aliran sungai, adalah manusia. Mereka pada umumnya melakukan usaha tani lahan kering (tegalan) tanpa disertai dengan upaya konservasi. Jumlah lahan kritis itu terus meningkat setiap tahun. Departemen Kehutanan telah menyelenggarakan program rehabilitasi lahan dan konservasi tanah untuk menanggulanginya. Namun program ini tidak mungkin berhasil tanpa dukungan dan partisipasi dari masyarakat, khususnya mereka yang mengelola atau menguasai lahan di wilayah hulu daerah aliran sungai.
Dalam upaya menggalakkan dukungan dan partisipasi masyarakat itu, pemerintah telah mengadakan gerakan penghijauan, yang kemudian diperkuat dengan tenaga penyuluh kehutanan, dan didukung dengan pembuatan unit percontohan usaha tani pelestari sumber daya alam. Namun semuanya ini belum dapat membuat petani berswadaya dalam melaksanakan rehabilitasi lahan dan konservasi tanah. Maka kemudian diciptakan program kredit usaha tani konservasi (KUK), untuk mengatasi kekurangan modal di kalangan para petani lahan kering.
Penelitian ini berupaya meninjau pelaksanaan program KUK tersebut, dengan mengambil wilayah penelitian di Daerah Istimewa Yogyakarta, khususnya di Kabupaten Kulonprogo dan Gunungkidul.
Berdasarkan hasil observasi di Kulonprogo dan survai tanggapan petani di Gunungkidul, dapat diketahui bahwa petani masih belum mungkin berswadaya dalam upaya konservasi tanah, mengingat akan perhatiannya yang masih harus difokuskan pada upaya penanggulangan kehidupan ekonominya yang miskin. Program KUK yang sangat birokratis, dan sangat berorientasi pada kepentingan perbankan semata, justru menambah beban petani yang sudah tidak ringan. Padahal kebutuhan mereka akan modal tidak teratasi dengan KUK. Karenanya, petani terpaksa harus mencari Cara "gali lubang tutup lubang" untuk bisa membayar kembali hutangnya. Berdasarkan basil penelitian ini, disarankan agar konservasi di hulu daerah aliran sungai, diberi subsidi oleh pemerintah.

ABSTRACT
All sorts of reasons bringing about the degradation of land, mainly in the up land of watershed area, is homosapiens. They cultivated the dry land without considering the conservation principle, hence, the amount of critical land is increasing every year. The Department of Forestry has organized a Land ' Rehabilitation and Soil Conservation Program to cope with it. The program, however, will not succeed if the people, particularly the farmers who own and manage the land in the upland watershed area, do not support and actively participating.
To encourage support and participation of the people, The Department of Forestry manages greening movement by employing forestry instructor to develop demonstration plots where farmers learn by doing the water and soil conservation practices. Despite of lacking capital, farmers do not have the capacity to carry out land rehabilitation and soil conservation. To help the peasant carrying out the pro-gram, special loan has been given by the bank.
This research is trying to study the effect of loan to the conservation program in the Special Province of Yogyakarta, particularly in Kulonprogo District and Gunungkidul District.
Observing the implementation of loan program in Kulonprogo, and performing survey on farmer's response to the loan in Gunungkidul, this research finds some facts that farmers are still far from self-supporting in carrying out the land conservation. They still have to struggle for overcoming their poverty. As a matter of fact, the bureaucracy of the loan is oriented only to the benefit of the bank itself, so that the lack of capital among the farmers can not be solved. That is why, farmers must look for any alternative in-come to pay their debt. It is suggested that subsidy should be granted by the government for soil conservation on the up land of the watershed area.
