Di era reformasi dan transisi demokrasi di Indonesia saat ini, salah satu agenda penting adalah masalah komitmen dari implementasi program otonomi daerah. Salah satu peristiwa politik yang menarik untuk diteliti di era otonomi daerah saat ini adalah fenomena konflik dalam pemilihan Gubemur dan Wakil Gubernur Provinsi Lampung periode 2003-2008. Dimana, dari hasil voting DPRD Provinsi Lampung berhasil memilih Gubernur dan Wakil Gubernur yaitu; Alzier Thabrani dan Ansori Yunus. Namun pemerintah pusat tidak mau mengesahkan hasil pemilihan karena menilai tidak sesuai prosedur UU dan status hukum Alzier sebagai tersangka. DPRD Lampung tidak menerima alasan pusat yang dinilai tidak relevan. Akibatnya terjadi konflik yang berkepanjangan antara elit politik di pusat dan daerah. Hal inilah yang menjadi pokok masalah yang membuat penulis tertarik meneliti dan menulis tesis yang berjudul "Konflik Elit Politik Pusat dan Daerah" (Studi Kasus Pemilihan Gubernur dan Wakil Gubernur Provinsi Lampung Periode 2003-2008). Teori yang dipakai dalam penelitian ini adalah teori-teori konflik politik elit, konsep politik lokal dan relasi antara pusat dan daerah. Metodologi yang dipakai dalam penelitian ini adalah pendekatan deskriptif analitis, yang memberikan gambaran bagaimana fenomena terjadinya konflik antara pusat dan daerah.Dari hasil temuan penelitian diketahui faktor utama penyebab konflik politik ini terjadi, adalah karena sejak awal Megawati sebagai Presiden dan Ketua Umum DPP PDIP memang tidak menyukai terpilihnya kader PDIP sendiri, Alzier dan lebih memilih kader Golkar, Oemarsono sebagai Gubernur- Lampung. Selain karena alasan klasik Oemarsono berpengalaman sebagai Gubernur dan diharapkan bisa menaikkan suara PDIP pada pemilu 2004, juga sebenarnya terjadi politik uang dan perempuan yang diterima elit pimpinan DPP PDIP dari pendukung Oemarsono. Selain itu, terjadi konflik internal di PDIP, dimana elit DPP tidak mengakomodir aspirasi lokal (DPC dan DPD Lampung) yang melalui keputusan rapat kerja daerah telah memilih Alzier sebagai calon Gubernur dari PDIP. Implikasi teoritis yang dipakai dalam penelitian ini, telah mengaplikasikan teori konflik elit politik dan konsep politik lokal yang masih relevan. Tetapi, perlu dimodifikasi konsep relasi pusat dan daerah versi barat ke dalam perspektif negara kesatuan seperti Indonesia. Conflict of Central and Regional Elite Politicians (Case Study of Governor and Vice Governor Election in Lampung Province for the Period of 2003-2008)Nowadays, in the reform era in Indonesia, one of the important issues is concerning the commitment to implement the regional autonomy. One of the interesting political events to be researched is the conflict on the election of Governor and Deputy Governor of Lampung of 2003-2008. The voting result of Lampung parliament (DPRD) has appointed Alzier Thabrani and Ansori Yunus to become the Governor and Deputy, respectively. However, the Central Government is in position not to legalize the election result on the ground that the election was conducted in comply with the Law and due to Alzier's status as the suspect. In this regard, DPRD Lampung did not accept the central government's decision for somewhat irrelevant. As the result, there is a sustainable conflict within the political elite in the central government and local government as well_ The issue has become increasingly attractive the author to carry out some research and to - write the thesis titling "Conflict of Central and Regional Elite Politicians (Case Study of Governor and Vice Governor Election in Lampung Province for the Period of 2003-2008)". The theory used in the research is the theory of elite political conflict, local political concept and the relation between central and local government. Method used in the research is analytical descriptive approach, which shows the description on how the conflict between the central and local government has taken place.

The research shows that the main factor causing the political conflict, is ever since Megawati as the president and "PDIP" leader dislikes the elected person who came from PDIP, i.e. Alzier. And therefore, she prefers the Golkar Party candidate, i.e. Oemarsono elected as the Governor of Lampung. Providing the classic argument that Oemarsono has experience as a Governor and he was highly expected to increase the PDIP votes on the 2004 election. The money politics and scandal involving woman politics which was provided by Oemarsono supporters to the PDIP central chairman also happened. Apart from this, an internal conflict at the PDIP has happened when the central chairman elite (DPP) failed to accommodate local (DPC & DPD) of Lampung aspiration. For the DPC and the DPD has appointed Alzier to become the governor candidate from the PDIP_ Theoritical implication used in the research is the relevant political elite conflict and local political concept. Hovewer, it is necessary to modify the western concept of local and central relation into the perspective of unitarian nation like Indonesia. Up to now, this conflict is ongoing and still waiting for the Supreme Court decision on the Alzier's appeal to the central government.
