"The Relation Of Knowledge, Attitude And Practice And The Fulfillment Of Cummulative Credit Points For Widyaiswara In The Center For Education And Training (Pusdiklat) Ministry Of Health And Sub Center (Bapelkes) In Jakarta And West Java".Based on the decree of the State Minister for Administrative Reform No.68/Menpan/1985 concerning cumulative credits for the official widyaiswara, the functional position of widyaiswara in the Ministry of Health was approved. As the staff of Bapelkes of the Ministry of Health, widyaiswara has a main task, which is to train Ministry of Health staffs. This study attempted to see the performance of widyaiswara in several Bapelkes in Jakarta and West Java.There are many widyaiswaras who could not fulfill their tasks to gather cumulative credit points for them as arranged by the rule. The study observed factors affecting the cumulative credit points. The study design was cross sectional one to see the relationship of widyaiswara's characteristics and the fulfill-meat of cumulative credit points.The respondents of this study are the widyaiswaras in the Pusdiklat and Bapelkes of Cilandak (Jakarta) and West Java consisting of the Bapelkes of Ciloto, Lemahabang and Bandung.The data were collected through structured interview based on a set of questionnaire. A multivariate logistic regression analysis was performed to see factors whose relation to the cumulative credit points of widyaiswara were simultaneous observed.The results showed that the factors having close relations to the cumulative credit points were the skills and ability in writing scientific papers, the knowledge of many kind of credit point forms used, the attitude to the position or job they have, and their kind attention to the process of gathering cumulative credit points.Based on the findings we conclude that most of the widyaiswaras who fulfilled their cumulative credit points were the young age group, who graduated from university (S1), the groups who supported attitude to their position or job, levels of understanding to the learning process and the insight of many kinds of credit point forms used, groups who pay attention to the process of gathering cumulative credit points and have skill and ability to write scientific papers.To improve the cumulative credit points gathered we would pay attention to some factors beyond that, especially the skill and ability to write a scientific papers.

Sejak ditetapkannya Surat Keputusan Menteri Penertiban Aparatur Negara Nomor 68/Menpan/1985 tentang angka kredit bagi jabatan widyaiswara, maka sejak itulah jabatan fungsional widyaiswara di Departemen Kesehatan diakui keberadaannya. Sebagai staf tetap Balai Pelatihan Kesehatan (Bapelkes) Departemen Kesehatan, widyaiswara mempunyai tugas utama memberikan pelatihan. Penelitian ini mengenai kinerja widyaiswara dibeberapa Bapelkes di DKI Jakarta dan Propinsi Jawa Barat.Masih banyak widyaiswara yang belum dapat melaksanakan kewajibannya mengumpulkan angka kredit yang diwajibkan sesuai ketentuan dan peraturan yang berlaku. Penelitian ini melihat faktor-faktor apa saja yang berhubungan dengan perolehan pemenuhan angka kredit tersebut. Jenis penelitian adalah cross sectional untuk melihat' hubungan antara karakteristik widyaiswara dengan perolehan pemenuhan angka kredit yang disyaratkan dalam jabatan widyaiswara.Sebagai responden dalam penelitian ini adalah widyaiswara yang bertugas pada Pusat Diktat Pegawai Depkes dan Bapelkes Cilandak di DKI Jakarta dan Propinsi Jawa Barat (Bapelkes Ciloto, Bapelkes Lemah Abang dan Bapelkes Bandung).Pengambilan data dilakukan dengan wawancara terstruktur yakni berpedoman kepada kuesioner dan data sekunder dari Pusat Diktat Pegawai Departemen Kesehatan Selanjutnya analisis statistik dilakukan dengan uji regresi logistik multivariat (secara bersama-sama), dimaksudkan untuk melihat faktor mana yang paling erat hubungannya dengan pemenuhan angka kredit.Hasil penelitian menunjukkan bahwa faktor yang erat hubungannya dengan perolehan pemenuhan angka kredit adalah ketrampilan dalam penulisan karya tulis ilmiah, pengetahuan tentang macam/jenis formulir, sikap terhadap jabatan yang dipangku serta perhatian terhadap pengumpulan angka kredit.Berdasarkan hasil temuan dapat disimpulkan bahwa sebagian besar widyaiswara yang dapat memenuhi angka kredit yang diwajibkan adalah widyaiswara dari kelompok usia muda, berpendidikan sarjana (S1), kelompok yang memiliki sikap mendukung terhadap jabatan yang dipangku, tingkat pengetahuan tentang proses belajar mengajar dan pengetahuan tentang macam /jenis formulir cukup baik, kelompok yang memiliki perhatian penuh terhadap pengumpulan angka kredit dan yang memiliki ketrampilan dalam penulisan karya tulis ilmiah.Agar perolehan pemenuhan angka kredit dapat ditingkatkan, beberapa hal perlu mendapat perhatian, utamanya mengenai ketrampilan dalam penulisan karya tulis ilmiah.
