Tokoh oposisi yang bersifat affirmatif, meskipun kritis terhadap bentuk-bentuk system politik nondemokratis sedikit jumlahnya. Karena penelitian tentang transisi menuju demokrasi cenderung menempatkan tokoh masyarakat sipil dengan masyarakat politik secara berbeda Penelitian tentang gagasan demokrasi oleh tokoh oposisi yang mengandung unsur kritis sekaligus affirmatif diperlukan, agar bisa menyatukan unsur masyarakat politik dengan masyarakat sipil Sifat affirmatif dan kritis tersebut merupakan dua unsur kepribadian yang harus dimiliki dalam proses transisi menuju demokrasi, karena transisi menuju demokrasi tidak hanya menyangklut proses liberalisasi, tetapi juga menyangkut proses konsolidasi demokrasi yang membutuhkan kerjasama antara masyarakat sipil dengan masyarakat politik. Salah satu tokoh oposisi yang bersifat affirmatif, tetapi sekalgus kritis terhadap rejim otoritarian adalah Amier Rais.Penelitian ini difokuskan kepada gagasan demokrasi Amien Rais sejak dia menjabat Ketua Umum organisasi Muhammadiyah pada tahun sebagai tokoh Masyarakat Sipil sampai dengan menduduki jabatan Ketua Umum Partai Amanat Nasional sebagai tokoh Masyarakat Politik pada tahun 2005. Permasalahan yang diajukan mengenai bentuk gagasan demokrasi Amien Rais ini adalah bagaimanakah gagasan demokrasi yang diajukan Amien Rais ini bisa menjembatani hubungan antara Masyarakat Sipil dengan Negara (Masyarakat Politik). Untuk Menjawab permasalahan tersebut dipinjam teori transisi menuju demokrasi oleh Adam Prezezowski, teori gagasan demokrasi oleh Uhlin yang digunakan untuk menjelaskan gagasan-gagasan sepsifik demokrasi yang dikemukakan oleh Amien Rais.Dengan menggunakan studi pustaka, dikumpulkan data-data yang kemudian dianalisa dengan menggunakan analisa kualititaif. Dari analisa tersebut penulis menemukan bahwa gagasan demokrasi Amin Rais bersifat kritis dalam proses liberalitas, serta bersifat affirmatif pada saat proses konsolidasi demokrasi.

Although they are critical towards any forms of non-democratic political system, only few of opposition figures are affirmative in nature. This is because studies about transition towards democracy tend to place the figures of civil society and political society differently. Study about ideas on democracy held by an opposition figure that is critical as well as affirmative is needed in order to integrate political society with civil society. The affirmative and critical nature are two personality traits that should be possessed in the process of transition towards democracy, because transition towards democracy is not related with the process of liberalization only, but also with the process of consolidation of democracy that requires cooperation among civil society and political society. One of the opposition figures, which is affirmative but also critical towards authoritarian regime, is Amien Rais.

This study focuses on the ideas of democracy held by Amien Rais since he was the Chairman of Muhammadiyah organization and as the Civil Society figure in 1994 until he became the Chairman of National Mandate Party and as the Political Society in 2005. The research problem is about the ideas of democracy held by Amien Rais that include how these ideas of democracy that are proposed by Amien Rais, can bridge relationship between Civil Society and the State (Political Society). To answer that problem, this study uses theory of transition towards democracy by Adam Prezezowski and theory of ideas of democracy by Uhlin, which are employed to explain specific ideas of democracy voiced by Amien Rais.

By using library research, the data is collected and analyzed through qualitative analysis. From such analysis, the researcher finds that ideas of democracy held by Amien Rais are critical in the process of liberality and affirmative during the process of consolidation of democracy.
