Perumahan dan pemukiman merupakan kebutuhan dasar manusia, mempunyai fungsi serta peran yang strategis yakni sebagai sarana awal dan pusat pendidikan serta pembentukan moral keluarga. Terpenuhinya kebutuhan rumah yang sehat, layak huni, murah, dan aman akan berpengaruh terhadap kesehatan psikologis, jiwa dan fisik masyarakat yang akhirnya akan dapat meningkatkan kualitas hidup masyarakat. Sehingga perlu ditempatkan sebagai salah satu sektor prioritas dalam upaya pembangunan manusia Indonesia seutuhnya.Masalah pendanaan merupakan salah satu permasalahan dalam pembangunan Rumah Sederhana Sehat (Rs Sehat/RSH). Yaitu belum adanya mekanisme pendanaan perumahan dan pemukiman yang mantap didukung oleh aspek-aspek kelayakan untuk lebih mendorong penyediaan dana dalam pengadaan rumah khususnya bagi golongan masyarakat berpenghasilan rendah.Penelitian ini bertujuan untuk mengidentifikasi aspek-aspek kelayakan dalam keputusan pendanaan proyek pembangunan rumah sederhana dan melihat prioritas aspek-aspek kelayakan tersebut dari sudut pandang pihak pemerintah yang diwakili kelompok pakar/expert dan pihak swasta yang diwakili oleh perusahaan pengembang/developer.Dari hasil analisis dengan tools SPSS versi 11.0 terhadap 11 sampel dan kelompok pakar/expert dan 25 sampel dari ketompok developer diperoleh bahwa untuk kelompok pakar aspek-aspek kelayakan adalah prioritas: Aspek Kebijakan/regulasi mengenai perumahan (36,59 %), 2. aspek pemberian subsidi (27,34 %), 3. aspek pembiayaan/pendanaan (20,27 %), 4. aspek teknis pelaksanaan (15,80 %). Dari kelompok perusahaan pengembang/developer aspek-aspek kelayakan adalah prioritas 1. aspek pemberian subsidi (40,20 %), 2. aspek pembiayaan/pendanaan (23,05 %) 3. aspek manajemen/organisasi perusahaan (21,71 %) 4. aspek keterlibatan pihak swasta/investor (16,24 %).

Housing and settlement are the basic need of human being, which have function and strategic role, namely as preliminary means and educations center for building the morale of a family. Fulfilled a house which is health, proper, cheap, and save would influence the health of psychology, soul and physic of society that finally could increase the quality of society That's why, it is necessary to assume as one of priority sector in order to develop the whole people of Indonesia.

Financing is one of the problems in the development of low cost housing (Rs Sehat/ RSH). Until now, there is no a good mechanism of financing for housing and settlement which are supported by feasibility aspect in order to encourage the financial preparations in the frame of developing a low cost housing, specially for society with low income.

The research purposes to identify the feasibility aspects in the decision of project financing for development of low cost housing and considers the feasibility aspect from the point of view of the government represented by expert and private sector represented by developer.

Based on the result of analysis with SPSS toot version 11.00 to 11 samples of expert group and 25 samples of developers, it was obtained that the priority feasibility aspects for expert group are as follows: 1. Aspect of regulation/ policy concerning of housing (36,59 %), 2. Aspect of subsidizing (27,34 %), 3. Aspect of financing (20,27 %), 4. Aspect of technical implementations (15,80 %). From the group of developer's company, that priority feasibility aspects are as follows : 1. Aspect of subsidizing (40,20 %), 2. Aspect of financing (23,05 %) 3. Aspect of management/organizations of company (21,71 %) 4. Aspect of the involvement of private sector/investor (16,24 V).
