This paper aims to explain the emergence of terrorism issue in the security studies. The unusual characteristics of the threat of terror fores a new way of handling security, besides the conventional military approach. However, the human security approach that once was expected to be able to cope with this problem in fact has faced difficulties in its implementation. The 'search and destroy' effort, with its militaristic and interventionist tendency, proves to be in the front line now in the conduct of antiterrorism. Some notes are to be considered seriously here, though. First, there is a need to be very precise in using force. The avoidance of attacks in civilians is an urgency. Second, there is also an urgency in finding legal umbrella in doing the 'search and destroy' approach. The purpose is to find justification for the action.
