Imunisasi adalah salah satu intervensi program yang dapat mencegah penyebaran penyakit dan terbukti sangat efektif. Salah satu indikator untuk menliai kinerja pelaksanaan program imunisasi adalah pencapaian Universal Child Immunization (UCI). Pada tahun 2021 Provinsi Lampung mengalami penurunan pencapaian imunisasi dasar lengkap yaitu sebesar 87,3%. Hal ini juga diikuti dengan penurunan cakupan desa/kelurahan UCI di Provinsi Lampung sebesar 68,9%. Bila dilihat berdasarkan distribusi cakupan UCI Kabupaten/Kota, Kabupaten Lampung Tengah merupakan wilayah yang memiliki cakupan desa/kelurahan UCI terendah pada tahun 2021 yaitu 20,4%. Penelitian ini bertujuan untuk mengetahui tentang manajemen program imunisasi dalam upaya pencapaian desa/kelurahan UCI pada tahun 2019-2022. Metode penelitian yang dilakukan yaitu pendekatan kualitatif dan kuantitatif. Penelitian ini dilaksanakan di 2 puskesmas dengan membandingkan antara Puskesmas dengan pencapaian desa/kelurahan UCI tertinggi dan Puskesmas dengan pencapaian desa/kelurahan UCI terendah.Hasil penelitian ini menunjukkan bahwa pada aspek struktur, layanan kesehatan imunisasi dasar dilakukan di kedua puskesmas sesuai dengan SOP. Tenaga kesehatan dalam program imunisasi dengan jumlah SDM kesehatan sudah mencukupi walaupun masih ada beberapa kendala. Ketersediaan produk medis, vaksin dan teknologi mengalami beberapa kendala. Pembiayaan operasional untuk program imunisasi berasal dari APBD dan pembiayaan BOK yang ada di kedua puskesmas tidak mengalami masalah, kepemimpinan pada kedua puskesmas tidak ada perbedaan. Aspek proses manajemen P1, P2 dan P3 pada kedua puskesmas mengalami kendala pada masa pandemi COVID-19. Layanan imunisasi di Puskesmas Wates terganggu yaitu ditutupnya semua posyandu sehingga capaian program imunisasi tidak mencapai target. Puskesmas Poncowarno memiliki inovasi dalam program imunisasi yaitu melakukan pelaksanaan imunisasi di balai desa untuk mencapai target program. Aspek hasil yaitu capaian program desa/kelurahan UCI pada Puskesmas Wates tahun 2019-2022 terjadi penurunan signifikan pada tahun 2021, dimana capaian program desa/kelurahan UCI yaitu sebesar 0%. Pada Puskesmas Poncowarno capaian program desa/kelurahan UCI tahun 2019-2022 berfluktuatif, tahun 2021 capaian program desa/kelurahan UCI sebesar 100% meningkat dari tahun sebelumnya.

Immunization is one of the program interventions that can prevent the spread of disease and has proven to be very effective. One of the indicators to assess the performance of the implementation of the immunization program is the achievement of Universal Child Immunization (UCI). In 2021, Lampung Province will experience a decrease in the achievement of complete basic immunization, which is 87.3%. This was also followed by a decrease in the coverage of UCI villages/kelurahan in Lampung Province by 68.9%. When viewed based on the distribution of district/city UCI coverage, Central Lampung Regency is the area that has the lowest UCI village/kelurahan coverage in 2021, namely 20.4%. This study aims to find out about the management of the immunization program in an effort to achieve UCI villages/wards in 2019-2022. The research method used is a qualitative and quantitative approach. This research was conducted in 2 puskesmas by comparing the puskesmas with the highest UCI village/kelurahan achievement and the puskesmas with the lowest UCI village/kelurahan achievement.

The results of this study indicate that in terms of structure, basic immunization health services are carried out in both puskesmas according to the SOP. Health workers in the immunization program with a sufficient number of health human resources although there are still some obstacles. The availability of medical products, vaccines and technology is experiencing several problems. Operational funding for the immunization program comes from the APBD and BOK financing in the two puskesmas does not experience problems, there is no difference in the leadership of the two puskesmas. Aspects of the P1, P2 and P3 management processes at the two puskesmas experienced problems during the COVID-19 pandemic. Immunization services at Puskesmas Wates were disrupted, namely the closure of all posyandu so that the results of the immunization program did not reach the target. Puskesmas Poncowarno has innovations in the immunization program, namely carrying out immunizations at the village hall to achieve program targets. The outcome aspect is that the achievement of the UCI village/kelurahan program at Puskesmas Wates in 2019-2022 will decrease significantly in 2021, where the achievement of the UCI village/kelurahan program is 0%. Puskesmas Poncowarno achievements of the UCI village/kelurahan program for 2019-2022 fluctuated, in 2021 the achievements of the UCI village/kelurahan program increased by 100% from the previous year.
