Semenjak tahun 1980-an, gelombang keberangkatan WNI ke luar negeri untuk bergabung dengan kelompok terorisme internasional terus terjadi hingga sekarang. Mereka yang melakukan hal tersebut disebut sebagai Foreign Terrorist Fighters (FTF), lalu kembali ke Indonesia menjadi returnees. Terdapat kekhawatiran returnees akan menciptakan potensi ancaman teror domestik. Penelitian ini membahas strategi untuk menanggulangi para returnees FTF yang dianalisis melalui desistance from terrorism melalui identifikasi faktor-faktor yang memungkinkan mantan pelaku returnees FTF berhenti dari kejahatan terorisme. Selain itu digunakan juga social control theory untuk memperdalam analisis secara kriminologis. Studi kasus yang diambil adalah keluarga DJW beranggotakan 26 orang yang merupakan returnees FTF yang pernah berangkat ke Suriah bergabung dengan ISIS. Hanya empat narasumber yang dipilih karena dinilai menjadi penggerak keberangkatan keluarga DJW. Melalui pendekatan penelitian kualitatif dan melakukan wawancara mendalam, terungkap keluarga DJW tidak terdapat potensi ancaman karena pengaruh kekecewaan terhadap ISIS dan pengaruh proses kepulangan dari pemerintah Indonesia. Terdapat 12 dari 13 faktor desistance from terrorism pada narasumber keluarga DJW yang menempatkan keempat narasumber pada tipologi Quaternary Desistance

Since the 1980s, the wave of Indonesian nationals departing abroad to join international terrorist groups has continued to occur. Those who engage in such activities are known as Foreign Terrorist Fighters (FTF) and later return to Indonesia as returnees. Concerns have been raised about the potential domestic terrorism threat posed by these returnees. This research discusses strategies to address FTF returnees, focusing on desistance from terrorism by identifying factors that enable former FTF returnees to cease engaging in terrorist activities. Additionally, the social control theory is employed to enhance criminological analysis. The case study selected for this study is the DJW family, consisting of 26 individuals who were FTF returnees who traveled to Syria to join ISIS. Only four key informants were chosen as they were considered instrumental in motivating the DJW family's departure. Through a qualitative research approach and in-depth interview method, it was revealed that the DJW family does not pose a potential threat due to their disillusionment with ISIS and the influence of the repatriation process facilitated by the Indonesian government. Out of the 13 desistance factors, 12 were found to be present among the DJW family informants, placing them within the Quaternary Desistance typology.
