Pada proyek Revitalisasi Terminal 2 Bandara Soekarno Hatta terjadi kasus yang unik pada masa pelaksanaan proyek. Pemilik proyek yakni Angkasa Pura II terkena dampak finansial dari wabah COVID 19 yang melanda dunia, hal ini menyebabkan diberhentikannya proyek Revitalisasi Terminal 2 Bandara Soekarno Hatta yang sedang berjalan. Keadaan menjadi tidak menguntungkan bagi kontraktor yakni PT. ADHI Karya, yang pada saat itu telah mengadakan 70 % dari unit MEP dan struktur Baja dalam rangka penyelesaian proyek. Maka dilakukan diskusi bersama antar kedua pihak dalam rangka titik temu untuk kejelasan status proyek Revitalisasi Terminal 2 ini agar tidak menimbulkan kerugian bagi keduanya. Solusi yang diambil adalah kelanjutan bagi proyek Revitalisasi Terminal 2 Bandara Soekarno Hatta dengan analisis lingkup pekerjaan optimasi agar Angkasa Pura II dapat optimal dalam mengeluarkan biaya proyek dan juga ADHI Karya dapat mengajukan progress pada material yang secara 70% suda berada di proyek. Hal ini menjadi tantangan bagi ADHI Karya untuk memberikan strategi dalam penerapan batasan lingkup pekerjaan optimasi. Menjadi penting untuk diperhatikan batasannya adalah dalam rangka menjaga target tepat biaya proyek yang telah di tentukan pada awal proyek. Maka disinilah muncul sistemasi kendali biaya proyek untuk menanggulangi perubahan lingkup pekerjaan yang pada akhirnya muncul lebih dari satu kali dalam rangka pemenuhan Revitalisasi Terminal 2 Bandara Soekarno Hatta.

In the Soekarno Hatta Airport Terminal 2 Revitalization project, a unique case occurred during the project implementation period. The project owner, namely Angkasa Pura II, was financially affected by the COVID 19 outbreak that hit the world, this led to the termination of the ongoing Soekarno Hatta Airport Terminal 2 Revitalization project. The situation became unfavorable for the contractor namely PT. ADHI Karya, which at that time had procured 70% of the MEP and Steel structure units in order to complete the project. So a joint discussion was held between the two parties in the framework of a common ground for clarity on the status of the Terminal 2 Revitalization project so as not to cause harm to both. The solution adopted is a continuation of the Soekarno Hatta Airport Terminal 2 Revitalization project with an analysis of the scope of work optimization so that Angkasa Pura II can be optimal in disbursing project costs and also ADHI Karya can submit progress on materials that are 70% already in the project. This is a challenge for ADHI Karya to provide a strategy for implementing optimization work scope limitations. It is important to pay attention to the limitations in order to maintain the right project cost targets that have been determined at the start of the project. So this is where the project cost control system emerged to cope with changes in the scope of work which eventually appeared more than once in the context of fulfilling the Revitalization of Terminal 2 of Soekarno Hatta Airport.
