Pada tahun 2019, Presiden Indonesia Joko Widodo mengumumkan pemindahan ibu kota negara Indonesia dari Jakarta ke Kalimantan Timur yang menimbulkan kontroversi yang cukup besar terkait dampak pemindahan tersebut terhadap lingkungan di wilayah tersebut. Proyek konstruksi itu kemungkinan besar memperparah isu dominan di wilayah yang bersangkutan yaitu laju deforestasi dan polusi. Tujuan dari penelitian ini ada 3 (tiga) yang meliputi: (1) Menentukan subvariabel dan indikator yang dapat mempengaruhi penyusunan Rencana Kerja Pengelolaan dan Pemantauan Lingkungan (RKPPL); (2) Menetapkan hambatan dan komponen dokumen Rencana Kerja Pengelolaan dan Pemantauan Lingkungan (RKPPL) yang sesuai dengan pedoman Menteri PUPR No. 10 Tahun 2021 dan Surat Edaran Menteri PUPR No. 10 Tahun 2022; dan (3) Menentukan indikator-indikator yang berpengaruh besar terhadap kinerja keselamatan konstruksi. Metodologi yang digunakan dalam penelitian ini adalah validasi ahli dan survei responden sebanyak 50 responden. Analisis benchmarking dilakukan untuk mengetahui kesesuaian dokumen RKPPL dengan regulasi yang menentukan strategi, dan analisis Relative Importance Index (RII) unduk menentukan indikator dokumen RKPPL yang berpengaruh besar terhadap kinerja keselamatan konstruksi. Hasil penelitian ini meliputi 7 (tujuh) sub variabel penyusun dokumen RKPPL yaitu: (1) pendahuluan; (2) badan; (3) penggunaan air; (4) pengelolaan sampah; (5) efisiensi energi; (6) perlindungan ekosistem; dan (7) pengelolaan benda purbakala yang memuat 16 indikator yang perlu termasuk dalam dokumen RKPPL. Strategi dalam rangka meningkatkan kualitas dokumen RKPPL ditentukan dengan menganalisis ketidaksesuaian dokumen RKPPL terhadap peraturan. Indikator dokumen RKPPL yang berpengaruh besar terhadap kinerja keselamatan konstruksi adalah: (1) Data Teknis; (2) Pengelolaan Limbah Cair; (3) Perlindungan Flora dan Fauna; (4) Pengelolaan Limbah Udara; (5) Pengelolaan Sampah Padat; dan (6) Perlindungan Ekosistem dari Spesies Tumbuhan Invasif.

In 2019, the Indonesian president, Joko Widodo, announced the relocation of the Indonesian capital from Jakarta to East Kalimantan which made quite a big controversy regarding the effects of the relocation to the environment in the region. The construction project is most likely exacerbating the dominant issue in the region which is the deforestation rate and pollution. There are 3 (three) objectives of this research which includes: (1) To determine the sub-variables and indicators that could influence the creation of the Rencana Kerja Pengelolaan dan Pemantauan Lingkungan Hidup (RKPPL); (2) To determine the barriers and components of the Rencana Kerja Pengelolaan dan Pemantauan Lingkungan Hidup (RKPPL) document that corelate to the Permen PUPR No. 10 Tahun 2021 and Surat Edaran Menteri PUPR No. 10 Tahun 2022 guidelines; and (3) To determine the indicators that could have a major influence on the construction safety performance. The methodology used for this research is expert validation and a respondent survey with 50 respondents. Benchmarking analysis is conducted to determine whether the RKPPL document complies with the regulations, which determines the strategies, and a Relative Importance Index (RII) analysis which determines the indicators of the RKPPL document that is a major influence to the construction safety performance. The results of this study involve the 7 (seven) sub-variables that makes up the RKPPL document which are the: (1) introduction; (2) body; (3) water usage; (4) waste management; (5) energy efficiency; (6) ecosystem protection; and (7) archaeological items management which contain the 16 indicators that is needed to be included in the RKPPL document. The strategies in order to improve the quality of the RKPPL document is determined by analysing the non-compliance of the RKPPL document to the regulations. The indicators of the RKPPL document that have a major influence to the construction safety performance are the: (1) Data Teknis; (2)Pengelolaan Limbah Cair; (3) Perlindungan Flora dan Fauna; (4) Pengelolaan Limbah Udara; (5) Pengelolaan Limbah Padat; and (6) Perlindungan Eksosistem dari Spesies Tumbuhan Invasif.
