Artikel ini berfokus pada upaya Pemerintah DKI Jakarta dalam menangani masalah tawuran antarpelajar yang cukup marak di tahun 1987-1998. Walaupun masalah tawuran antarpelajar sudah cukup populer sebelum 1987, masalah tersebut tidak seburuk periode 1987-1998. Pada tahun 1987, Barisan Siswa mulai terbentuk dan pada saat itu juga tawuran antarpelajar mulai memakan korban jiwa. Tawuran antarpelajar yang terjadi di Jakarta menunjukkan pola baru. Tawuran antarpelajar di Jakarta semakin populer dan lokasi rawan tawuran semakin bertambah dan mulai menyebar ke angkutan umum. Hal ini menyebabkan Pemda DKI Jakarta untuk menanggapi masalah tawuran dengan lebih serius dan mulai melakukan upaya untuk menangani masalah tersebut. Upaya ini dilaksanakan melaui berbagai program seperti Ketahanan Sekolah dan operasi khusus tawuran yang secara rutin dilakukan setiap tahun dengan bantuan dari aparat lain. Namun, upaya yang dilakukan ini hanya berhasil dalam jangka pendek, dan kurang berhasil untuk menghentikan tawuran pelajar secara keseluruhan di Jakarta. Penelitian ini dilakukan dengan menggunakan metode sejarah yang terdiri dari empat tahapan berupa heuristik, kritik sumber, interpretasi, dan historiografi. Sumber yang digunakan adalah surat-surat kabar sezaman, laporan pemerintah, serta berbagai buku, majalah, dan jurnal penelitian terkait yang diperoleh melalui publikasi secara daring dan luring.
This article focuses on the DKI Jakarta Government's efforts to deal with the problem of student brawls which were quite prevalent in the 1987-1998. Even though the problem of brawls between students was quite popular before 1987, the problem was not as severe as the 1987-1998 period. In 1987, Barisan Siswa began to form and at that time brawls between students began to claim lives. The brawls between students that occurred in Jakarta showed a new pattern. Student brawls in Jakarta are increasingly popular and locations prone to brawls are increasing and starting to spread to public transportation. This has caused the Regional Government of DKI Jakarta to take the problem of brawls more seriously and to start making efforts to deal with the problem. These efforts are carried out through various programs such as School Resilience and special operations which are routinely carried out every year with assistance from other apparatus. However, these efforts were only successful in the short term, and were less successful in stopping student brawls as a whole in Jakarta. This research was conducted using the historical method which consists of four stages in the form of heuristics, source criticism, interpretation, and historiography. The sources used are contemporary newspapers, government reports, as well as various books, magazines and related research journals obtained through online and offline publications.
