Undang-Undang No. 13 Tahun 2022 tentang perubahan kedua Undang-Undang No. 12 Tahun 2011 menambahkan dua metode berkaitan dengan penyusunan Naskah Akademik, khususnya untuk mengkaji implikasi penerapan sistem baru yang akan diatur dalam Undang-Undang terhadap aspek kehidupan masyarakat dan dampaknya terhadap aspek beban keuangan negara yakni metode Regulatory Impact Analysis (RIA) dan metode Rule, Opportunity, Capacity, Communication, Interest, Process, and Ideology (ROCCIPI). Penelitian ini bertujuan untuk mengetahui dan menganalisis pentingnya metodologi RIA dan ROCCIPI dalam penyusunan Naskah Akademik dan penerapan RIA dan ROCCIPI yang sesuai dengan Lampiran I UU 13 Tahun 2022 dan yang Ideal. Bentuk penelitian ini adalah yuridis normatif yang sepenuhnya mempergunakan data sekunder atau berupa norma hukum tertulis. Hasil penelitian menunjukkan bahwa baik RIA dan ROCCIPI sangkat penting untuk mengevaluasi efektifitas regulasi dengan menemukan permasalahan yang ada dan merumuskan tujuan. Metode ini juga memastikan bahwa perumus kebijakan telah mempertimbangkan semua alternatif tindakan yang tersedia dan mengkaji berbagai manfaat dan biaya regulasi,terakhir, metode tersebut mengharuskan adanya pemantauan dan evaluasi terhadap implementasi regulasi. Penerapan Metoda RIA dan ROCCIPI dalam penyusunan Naskah Akademik sejak diundangkannya Undang-Undang No. 13 Tahun 2022 belum maksimal. Ditemukan hanya satu Undang- Undang yang telah memakai metode RIA yakni Undang-Undang No. 13 Tahun 2022. Adapun Naskah Akademik Undang-Undang lainnya yang dianalisa, menunjukkan terdapatnya kajian terhadap implikasi penerapan sistem baru yang akan diatur dalam Undang-Undang terhadap aspek kehidupan masyarakat dan dampaknya terhadap aspek beban keuangan negara namun masih secara parsial menjelaskan masalah, tujuan, dan manfaat walaupun sebagian besar bersifat normatif dan kualitatif. Kedepannya RIA dan ROCCIPI dapat diimplementasikan dalam ruang lingkup yang lebih luas dan holistik. Penerapannya dapat dengan mengubah sistematika lampiran I UU 13 Tahun 2022 dengan menyempurnakan Lampiran I yang sudah ada.

Law No. 13 of 2022 concerning the second amendment to Law no. 12 of 2011 added two methods related to the preparation of Academic Papers, specifically to examine the implications of implementing a new system that will be regulated in the Law on aspects of people's lives and their impact on aspects of the state's financial burden, namely the Regulatory Impact Analysis (RIA) method and the Rule, Opportunity, Capacity, Communication, Interest, Process, and Ideology (ROCCIPI). This study aims to identify and analyze the significance of the RIA and ROCCIPI methodologies in the preparation of Academic Papers and the application of RIA and ROCCIPI in accordance with Appendix I of Law 13 of 2022 and the Ideal. The form of this research is normative juridical which fully uses secondary data or in the form of written legal norms. The results of the study show that both RIA and ROCCIPI have the importance for evaluating the effectiveness of regulations by finding existing problems and formulating objectives. This method also ensures that policy makers have considered all available alternative actions and assessed the various benefits and costs of regulation. Finally, this method requires monitoring and evaluation of the implementation of regulations. The application of the RIA and ROCCIPI Methods in the preparation of Academic Papers since the promulgation of Law Number13 of 2022 is not optimal. It was found that only one law had used the RIA method, namely Law Number 13 of 2022. As for the other legal academic texts analyzed, it shows that there is a study of the implications of implementing the new system that will be regulated in the law on aspects of people's lives and their impact on aspects of the state's financial burden but still partially explains the problems, objectives, and benefits although most are normative and qualitative. In the future RIA and ROCCIPI can be implemented in a broader and holistic scope. It can be implemented by changing the systematics of Apendix I to Law Number 13 of 2022 by improving the existing Appendix I.
