Dalam satu dekade terakhir, kontribusi sektor industri manufaktur terhadap perekonomian terus mengalami penurunan. Pada tahun 2010, kontribusi industri manufaktur terhadap PDB Indonesia mencapai 29,10%. Namun, pada tahun 2022 kontribusinya terhadap PDB hanya mencapai 19,18%. Sejalan dengan hal tersebut penyerapan tenaga kerja sektor industri manufaktur juga mengalami penurunan. Pada tahun 2010, industri manufaktur mampu menyerap 14,91% dari total tenaga kerja nasional. Sementara pada tahun 2022, industri manufaktur hanya mampu menyerap 13,80% dari total tenaga kerja nasional. Oleh karena itulah, Pemerintah Indonesia berusaha untuk meningkatkan pertumbuhan industri manufaktur agar kontribusinya terhadap perekonomian dan penciptaan lapangan kerja meningkat kembali. Salah satu kebijakan yang dirancang untuk tujuan tersebut adalah kebijakan peningkatan Tingkat Komponen Dalam Negeri (TKDN) pada industri manufaktur. Pemerintah memberikan insentif fiskal kepada industri sasaran yang mencapai TKDN tertentu. Penelitian ini bertujuan untuk menganalisis dampak pemberian insentif fiskal tersebut terhadap peningkatan TKDN pada industri manufaktur di Indonesia. Dengan menggunakan data Survei Industri Besar – Sedang BPS tahun 2008-2019 dan menerapkan metode Difference in Difference (DID), penelitian ini menunjukkan bahwa kebijakan insentif fiskal yang diterapkan berpengaruh positif terhadap peningkatan TKDN industri manufaktur sebesar 23,5% dalam kurun waktu 2008 hingga 2019.

In the last decade, contribution of the manufacturing industry sector to the national economy continually decline. In 2010, contribution of the manufacturing industry sector to Indonesia's GDP reached 29.10%. However, in 2022 its contribution to GDP only reached 19.14%. As a result, employment in the manufacturing industry sector has also continued to decline. In 2010, the manufacturing industry was able to absorb 14.91% of the total national workforce. Meanwhile in 2022, the manufacturing industry only able to absorb 13.80% of the total national workforce. Therefore, the Indonesian government is trying to increase the growth of the manufacturing industry so it will contribute to the economy and job creation increases. One of the policies designed by Indonesia’s government for this purpose is the policy to increase the Domestic Component Level (called: TKDN, Tingkat Komponen Dalam Negeri) in the manufacturing industry. The government provides fiscal incentives to the targeted industries that achieve certain TKDN. This study aims to analyze the impact of the provision of these fiscal incentives on increasing TKDN in the manufacturing industry in Indonesia. By using BPS Large-Medium Industry Survey data for 2008-2019 and applying the Difference in Difference (DID) method, this study shows that the fiscal incentive policy implemented has a positive effect on the increase in the TKDN of the manufacturing industry by 23,5% in the period 2008 to 2019.
